Parliamentary Special Investigation Committee report submitted to the parliament

The parliamentary special investigation committee constituted to investigate the then Finance Minister Janardan Sharma on the charge of unauthorized persons entering the Ministry of Finance and changing the rates of taxes and customs during the preparation of the budget for the financial year 2079/80 has submitted its report to the Parliament today.

Home Ministry request not to work abroad on a visit visa

The Ministry of Home Affairs has issued a statement today, asking citizens not to go abroad to work on a visit visa.

Three teenage girls were found hanging dead on a tree

July 24, Jhapa: Three teenage girls were found hanging dead on a tree in Bellegaon of Kachankawal-5 Pathamari Jhapa.

Three teenage girls who had gone out for a walk since 11 o’clock on Saturday were found hanging on a tree in the Sunkosi tea garden. According to the police, the deceased has been identified as 16-year-old Kareena Ganesh, Kalpana Ganesh and 17-year-old Anjali Ganesh.

CPN-UML to protest against the Citizenship Bill

Although social rights are closely related to human rights and the right to life of every person, the history of these rights doesn’t seem to be very old nor do the states mention clearly that these rights are the social rights in their respective constitutions Acts. This doesn’t mean that social rights have not been addressed by any countries. These rights are addressed by many countries for many years but not in the concrete or codified form, in conjunction with other rights i.e. human rights, fundamental rights, civil rights, political rights etc. These rights were not codified for a long time till the European Council issued a policy recommendation for its member states to promote access to social rights for young people from destitute neighborhoods in 2015. If we study it, we can firmly say that social rights are based on the ideas of equality and guaranteed access to essential social and economic goods, services, and opportunities to every individual irrespective of one’s religion, opinion, caste, race, or gender and so on. Additionally, these rights can be taken as an understanding of what is required to satisfy people’s social needs by promoting social inclusion and social solidarity. In this way, social rights are not only moral and social rules but legal rules too. But many analysts have distinguished these rights from civil rights. According to them, civil rights are absolute and must be provided in any civilized society whereas social rights are relative or are necessarily contingent on a society’s level of economic development. 

What Kinds of Rights come under Social Rights?

 As a member of society, all the rights of people related to food, shelter, cloth, health, education, social security, etc. belong to social rights. However, we should keep in mind that these rights tend to promote social inclusion and social solidarity. It means people from destitute and marginalized communities are given priority to get access to quality education, secure employment, health care etc. Primarily, access to food, health, shelter, education, employment and public services could be taken as social rights.

Significance:

Social rights are as important as a society. Just as it is difficult to imagine a person without society, so it is difficult to imagine a person without social rights. It means social rights are closely connected with the life of a person living in a society. They are very important to everyone, particularly to destitute, minority and marginalized individuals, groups or communities. Since these rights include the above-mentioned things i.e. From access to adequate food to social safety or protection; equality, well-being and dignity of any person are the hubs of these rights. Without social rights, no one can survive or live peacefully. Any person is like a paralyzed patient in absence of social rights and we know that the paralyzed person can’t move his/her body despite having full body parts. Let’s clarify it with some examples. If a baby is born in a poor family then obviously, he/she becomes poor & he/she won’t have proper foods to eat. In that case, he/she has a right to adequate food which is one of the social rights. Getting food to survive is his/her social right that a state must fulfil because the state is like a guardian of the people and the people are like offspring. So, the state has to guarantee the social right of the people in a public welfare state. Similarly, every single baby gets the right to life after birth, regardless of gender, family status or economic condition.  If the child is deprived of any of its rights then the state must take stern steps through its various mechanisms against the wrongdoer and should make every effort to compensate the victim and save his or her life.

The significance of social rights is increasing day by day all over the world. On the one hand, these rights are incorporating core values of every society such as equality, dignity, fairness, freedom etc. by providing detailed guidance for policy and practice. On the other hand, these rights are establishing a culture of accountability for social policies. Here, accountability is to be understood in many forms ranging from the ballot box to the media to the court premises. Social rights are considered emancipatory, empowering, and transformative for people to bring happiness and peace to society and are widely relevant to the “everyday lives” of millions of people.

Social Rights in Nepal:

Social rights in Nepal have been addressed in the constitution of 2015 A.D. since its preamble. Most of the social rights are addressed under or in the name of the fundamental rights and duties. The major social rights mentioned in the constitution are the right to freedom, equality, discrimination, religion, culture, education, employment,  health, food, shelter, social security, justice, rights of the child, Dalit, women, senior citizens and consumer.

Out of these rights, some rights such as the right relating to education, the right to employment, and rights relating to health, food, and shelter are very serious and sensitive matters in the current situation. It would not be an exaggeration to say that these rights are only confined to the piece of paper. Today, thousands of people are dying due to starvation, and thousands of children are illiterate or are deprived of going to school. Many peoples are dying from not getting treatment on time. Millions of citizens of this country are bound to leave for foreign employment. But the state or government has done nothing to address such burning issues despite it being mentioned as fundamental or social rights in the constitution.

The way forward:

To advance and protect social rights, first, the legislature should make laws addressing the fundamental rights guaranteed by the constitution. In the absence of law, no case is generally allowed to enter the ordinary courts and cannot be enforced or executed accordingly. Due to a lack of adequate resources and means, Nepal cannot guarantee all the mentioned fundamental rights (social rights) in practice, but the state or government can guarantee the social rights of the people in general by controlling widespread stinking and tragic corruption. To promote and protect the social rights of the people, executive and legislative determination is urgently required. The pressure from civil society advocating the social rights of the people is also needed. Social rights literature should be written effectively and broadly by addressing many issues including health, education and work. Also, judicial determination or the role of the court should be crucial and active so that social rights can be strongly advocated and argued before the courts. For this, first, the judges should have the appropriate expertise, and secondly, they shouldn’t be conservative.

Conclusion:

Social rights are often viewed and analyzed by linking to human rights, fundamental rights, legal rights, political rights, civil rights, etc. Except for a few countries including the revised European social charter, most countries have incorporated social rights into their constitution and laws without naming their social rights. And the importance of social rights is expanding across the world. People started to say housing is a social or human right and education is a right not a commodity, etc. As social rights deal primarily with how people live and work together and the basic needs of life, they are gaining momentum. It is not difficult to implement explicit social rights in practice, but to implement implicit social rights, the door of the court must be knocked on eventually depending on the systems of the concerned country. In this regard, Ms. Dorothy Day said, “our problems stem from our acceptance of the filthy, rotten system.” But at last, we shouldn’t forget that social rights are not a panacea.

Citizenship Bill passed by the majority of Parliament

The controversial Citizenship Bill has been passed by a majority in the Parliament session held today.

The bill to amend the Citizenship Act 2063 presented by Home Minister Balkrishna Khand has been passed by the majority of the Parliament meeting today.

Nepali Congress, CPN Maoist Centre, United Socialist Party and Janata Samajwadi Party were in favor of the Citizenship Bill, while CPN UML, Rashtriya Janamorcha and Nepal Majdoor Kisan Party were against saying that foreign women who marry Nepalese men should not be granted citizenship immediately.


However, they did not object to other aspects of the bill to amend the Citizenship Act 2063.

Monetary policy for fiscal year 2079/80


Nepal Rastra Bank today announced the monetary policy for the financial year 2079/80.
Nepal Rastra Bank’s Governor Maha Prasad Adhikari announced the monetary policy today through a press conference.

The announced new monetary policy has increased the bank rate from 7% to 8.5%.Similarly, the minimum limit of 40 million has been removed in share mortgage loans while the maximum limit of 120 million has been maintained .

During the opening ceremony of the 9th Convention of Nepal Press Union in Hetauda, PM deuba urged the journalists to be responsible and accountable refining itself with the help of advanced technology.

Addressing the ceremony he also said that the journalists should not forget their responsibility under the guise of press freedom as press has an important role to strengthened the democracy.

Dinesh Gunawardena sworn in as the Prime Minister of Sri Lanka

Dinesh Gunawardena has been appointed as the Prime Minister of Sri Lanka.

Gunawardena, a veteran member of the ruling Sri Lanka People’s Front and an ally of the Rajapakse political family, took the oath of office and secrecy today.

Gunawardena became the Prime Minister after Ranil Wickremesinghe became the President.
73-year-old Gunawardena had previously served as Foreign Minister, Education Minister and Home Minister.

Ninth convention of Nepal Press Union started in Hetauda

The ninth convention of Nepal Press Union, a journalist organization close to the Nepali Congress, has started today in Hetauda.

Anita Bindu and Shiv Lamsal are competing for the post of president in the ninth convention of Nepal Press Union inaugurated by Prime Minister and Nepali Congress President Sher Bahadur Deuba.

A faction of the party has been seen in the convention of Nepal Press Union, where Anita Bindu from the Deuba-led founding party and Shiv Lamsal from other groups are competing with the panel.

From the Deuba panel, Saroj Adhikari is contesting as Senior Vice President, Jagannath Dulal as General Secretary, Keshav Sawad as Deputy General Secretary, Khagendra Bhandari as Secretary, Menuka Dhungana as Women’s Secretary and Madhav Dhital as Treasurer.

Dilip Poudel as General Secretary, Vishnu Chhetri as Deputy General Secretary, Prem KC as Senior Vice President and Nakul Aryal, Bhishmaraj Ojha and Shekhar Regmi as Open Vice Presidents are seen in the competition from the other panel.

More than 1,600 convention delegates from all over the country will participate in the convention.

Preparation to pass the Citizenship Bill today

The government is preparing to pass the disputed citizenship bill in today’s meeting of the House of Representatives.

According to the Parliament Secretariat, it has been mentioned in the agenda that Home Minister Balkrishna Khand will submit a motion to pass the Nepal Citizenship (First Amendment) Bill, 2079 in today’s meeting of the House of Representatives, which will be held at 1:00 PM.

Coalition government withdrew the previous citizenship bill prepared by the then Oli government and registered a new bill.

Demonstration at Maitighar Mandla demanding the dismissal of the Governor

Student organizations belonging to the ruling coalition party have demonstrated at Maitighar Mandla demanding the dismissal of Nepal Rastra Bank’s Governor Mahaprasad Adhikari.

Today, on the third day of the demonstration students staged a cartoon demanding the dismissal of the governor at Maitighar Mandla. Student organizations protested against the governor saying that, Governor Adhikari so called M Adhikari has violated the Rastra Bank Act 2058 and has flouted the law and is active in destroying the country’s economy by being a member of the opposition party.

Under the pre-announced program, the Student Organizations have said that they will organize a protest program in colleges across the country tomorrow.

Speaker instructs the government to inform about the situation on SPP

Speaker Agni Prasad Sapkota has instructed the government to provide information about the US military partnership program SPP after the lawmakers of the ruling party and opposition raised questions in the parliament.

Speaker Sapkota ruled on this after the lawmakers raised a questions saying,” why Ministry of Foreign Affairs has not yet sent any correspondence to the US almost a month after the cabinet meeting decided to write a letter saying that Nepal will not participate in the SPP?”
soon after Sapkota said,”My attention has been drawn to what honorable members of the parliament have raised about the SPP agreement. In this regard, I instruct the Government of Nepal to inform about the decision and the status of its implementation.

In today’s Parliament meeting, Maoist Chief Whip Gurung raised a question saying that the government is in the process of passing the SPP under two different names.

Similarly, CPN-UML MP Dr. Bhim Bahadur Rawal also objected to the fact that the ministry of foreign affairs did not wrote a letter to US saying that the SPP would not be implemented despite the decision of the Cabinet.

Deadline of the Parliamentary Special Inquiry Committee extended by 7 days

The deadline of the Parliamentary Special Inquiry Committee formed to investigate Finance Minister Janardhan Sharma has been extended by 7 days.

Speaker Agni Prasad Sapkota extended the term of the parliamentary special investigation committee by 7 days after the meeting approved the proposal made in the House of Representatives. Earlier, a 10-day deadline was given to the committee formed to investigate the matter of unauthorized persons entering the ministry and changing the tax rate to benefit limited individuals and organizations during the preparation of the budget for the financial year 2079-80.

Earlier,Secretary of the committee Surendra Aryal requested to extend the deadline as the investigation was not completed.

Preparations to extend the deadline for Parliamentary Inquiry Committee

The process of extending the deadline of the parliamentary special inquiry committee has been initiated which is investigating the alleged involvement of unauthorized persons in the preparation of the budget

As the parliamentary special inquiry committee has not been able to complete the work within the specified period, Speaker Agni Prasad Sapkota is likely to provide more time to the committee in today’s Parliament meeting. Earlier, 10 days time was provided for the investigation.
Surendra Aryal, secretary of the committee have requested that the required time be extended.He also said that the CCTV footage has been sent to the police to recover it and it is not yet decided when the report will come.

During the investigation, the committee questioned the outgoing Finance Minister Sharma for about 3 hours today. He has denied the allegation that other than the concerned officials of the Ministry of Finance were involved in the budget preparation.

What is the policy of the Ministry of Foreign Affairs regarding SPP?

Almost a month after the cabinet meeting decided to write a letter to the US saying that it will not participate in the SPP, the Ministry of Foreign Affairs has not yet sent any correspondence to the US in this regard.

Pubudu Dashanayak resigns from the coach of Nepali National Cricket Team

Pubudu Dashanayak, head coach of the Nepali national cricket team, has resigned from his post.

While saying that Pubud has resigned from the coach due to personal reasons, cricket fans have been demanding the resignation of the coach and captain Sandeep Lamichhane due to the declining performance of the national team.
Pubud sent his resignation to CAN via email about a week ago. Pubudu, who signed a two-year contract with CAN last November for a second term, submitted his resignation within 8 months.

Nepali Congress has appointed Chitralekha Yadav as the party’s chief whip and Meen Bahadur Vishwakarma as the whip.

Investigation Committee to take the statement of Janardhan Sharma today

The Special Investigation Committee of the House of Representatives is going to take a statement from Janardan Sharma, who resigned after it was revealed that unauthorized persons were involved in the budget preparation.

The parliamentary special committee formed to investigate the involvement of unauthorized persons in budget preparation has already taken statements from 10 officials under the Ministry of Finance. During the statement, the officials of the ministry has denied that unauthorized persons had entered during the budget preparation.

Before the statement, the committee requested to provide the CCTV footage , but the Ministry of Finance did not provided the footage saying that, the footage will remain only for 13 days and the others will be deleted automatically.
Amid various discussions and debates that the CCTV footage may have been deleted to destroy the evidence, the investigation committee is going to send the CCTV footage to the forensic lab under the Nepal Police to recover it. However, the police said whether the CCTV footage can be recovered or not depends on the condition of the hard disks.

Amid all these incidents, the investigation committee will take a statement from Janardan Sharma today. According to the course of events, the committee has not been able to gather any such concrete evidence against Sharma even if the statement taken with the officials of the Ministry of Finance is to be considered as the basis. However, what Sharma will say in today’s statement has become a matter of interest.

Ukraine shows no desire to stick to preliminary peace deal: Putin

Russian President Putin has said, Ukraine has shown no desire to meet the terms of what he described as a preliminary peace deal reached in March.

Speaking on television after his visit to Iran, Putin said that Saudi Arabia and the United Arab Emirates have offered to mediate between Russia and Ukraine. However, when asked about a possible meeting with Zelensky, he said Ukraine is not sticking to the terms of the initial peace deal that was “practically achieved” in March.

“The final outcome, of course,” he said, “depends on the will of the contracting parties to implement their agreement.” But Kiev seems to have no desire for a peace deal .”

Wildfire in Europe: Temperature hits record high

Forest fire in France, Portugal, Spain and Greece have forced thousands of people to leave their homes.

Two people have died in a forest fire in the north-western Zamora region of Spain, and train services have been disrupted due to a fire near the railway track. Wildfire have displaced more than 30,000 people.


The Gironde, a popular tourist region in the south-west of France, has been particularly badly affected by the fire. Firefighters across France are struggling to contain two blazes that have destroyed 19,300 hectares of land in the past week. The city of Bordeaux was shrouded in smoke on Tuesday morning after the wind changed direction. Hundreds of people left their homes in the far north-west of Brittany, and fire has destroyed 1,400 hectares of vegetation.

Several villages have been evacuated after a fire broke out in the Murca region of northern Portugal, while at least 20 fires have burned out of control in Spain.


Temperature hits record high
Meteorologists say the heat wave is heading north, with temperatures expected to reach 40 degrees Celsius in the far south of Belgium as well as western and southwestern Germany. Western Europe faces further rising temperatures on Tuesday as heat moves northwards.

A record high of 39.1 degrees Celsius has been recorded in the UK and temperatures are expected to rise further.
On Monday, the Netherlands recorded its hottest day of the year at 33.6 degrees Celsius.

In Portugal, the June-July record temperature reached 47 degrees Celsius.More than 1,000 people have died in recent days due to heat in Spain and Portugal.

The temperature in the western French city of Nantes was 42 degrees Celsius, according to the French National Meteorological Office.

Heat waves are projected to become more frequent, more intense and longer due to human-induced climate change. Global temperatures are said to have increased by 1.1 degrees Celsius since the inception of industry.

Students union on strike demanding the dismissal of the governor

Student organizations belonging to the ruling coalition party have announced a five-days protest demanding the dismissal of Rastra Bank’s Governor Mahaprasad Adhikari.

In a joint statement the students union has demanded the dismissal of the governor saying that, Governor Adhikari so called M Adhikari has violated the Rastra Bank Act 2058 and has flouted the law and is active in destroying the country’s economy by being a member of the opposition party.

As part of the strike they have announced five days continuous protest in various form demanding the dismissal of the governor.

Iran to start trading in Russian ruble


Iran’s foreign currency exchange starts trading in the riyal-ruble currency pair.

Iran’s official foreign exchange has listed the Russian currency and said it will begin trading in the ruble-riyal currency pair. The listing came ahead of President Putin’s visit to Tehran, and the head of Iran’s central bank described it as “an important step in the development of economic relations between Iran and Russia.”

Moscow had previously promised to phase out the use of the US dollar in its trade with Iran. Trade between the two countries has grown by 31% in the first four months of this year.

Kremlin press secretary Dmitry Peskov said that Moscow and Tehran are preparing a major new cooperation agreement, saying that Russia and Iran are among the most sanctioned countries in the world and that both countries will work together to reduce the impact of international sanctions on the economy.

Chinese Military warns US

Beijing has vowed to defend its ‘territorial integrity’ after the US approved a major arms deal with Taiwan, warning the US to cut military ties by halting the arms deal with Taiwan.

The Ministry of Foreign Affairs and Defense issued a statement in Beijing condemning the Biden administration’s deal to sell new US arms to Taiwan.The $108 million deal includes armored vehicles and technical support.

Colonel Tan Kefei, spokesman for the Chinese Ministry of Defense, said that if the US immediately does not withdraws the arms deal with Taiwan and breaks military ties, it will weaken the relationship between China and the US and the military of the two countries and the peace and stability of Taiwan.

The Chinese People’s Liberation Army has further increased its maritime and air military activities around Taiwan, warning that it will take all measures to resolutely defend national sovereignty and territorial integrity and resolutely thwart any external interference and separatist efforts for ‘Taiwan independence’.

President Erdogan warns to Freeze NATO expansion

Turkish President Recep Tayyip Erdogan has warned to freeze the NATO expansion in Sweden and Finland if they fail to fulfill their agreement.
Turkey has demanded that Sweden and Finland end the embargo on arms sales to Turkey and punish the rebels of the Kurdistan Workers’ Party, taken refuge in Sweden and Finland who have been declared terrorists by Turkey.
Until the end of June, Turkey blocked the invitation of Sweden and Finland to become NATO members, but after the trilateral memorandum signed in Madrid, it allowed Sweden and Finland to be formally invited to the summit in Spain. However, Erdoğan has been saying that he will stop both countries from joining NATO until the demand is met, saying that Turkey’s stance on it’s demand remains.

Although Finland and Sweden remained neutral during the Cold War, both countries applied to join NATO on May 18 amid security concerns following the Russian military invasion of Ukraine. They can only be the members if approved by the parliaments of the 30 NATO countries.

After the US House of Representatives adopted the text of the National Defense Authorization Act that would require Turkey to submit additional certifications before buying F-16 fighter jets, Erdogan is said to have issued a conditional warning to Sweden and Finland to join NATO
Meanwhile, US President Joe Biden has said that Turkey should not play the F-16 “quid pro quo” for the Nato expansion in Sweden and Finland . He also said that said he could get congressional approval for it.

Congress to form an alliance in the upcoming election

In the meeting of the central working committee held at the party office, SANEPA, the Nepali Congress has decided to move ahead with electoral coordination with the parties in the ruling alliance in the upcoming House of Representatives and State Assembly elections.

Party spokesperson Dr. Prakasharan Mahat said that after the discussion and agreement with the top leaders, it was decided to continue the alliance by approving the proposal of electoral coordination.During the electoral coordination of the parties in the coalition, a proposal has also been put forward to create a minimum common opinion on the implementation of the constitution, economic social transformation and foreign relations.

Recommendation for promotion of 34 Inspectors of Nepal Policet to DSP

The meeting held on Monday of the Promotion Committee of the Police Head Office has recommended the promotion of 34 Police Inspectors (Inspectors) to Deputy Superintendents of Police (DSP) of Nepal Police.

Election begins in India to elect the President

Elections have started today in India to elect the President.

The election for the 15th President of India has started from 10 am today.
Draupadi Muram from the ruling party National Democratic Alliance and Yashwant Sinha from the opposition party are contesting in the election.

Due to the support of other parties, Murma is seen as a strong candidate. It is said that both houses of India, Rajya Sabha and Assembly members will vote in the election and the results of the election will be announced by Thursday.

Purchase price of petroleum products decreased

Along with the decline in the price of crude oil in the international market, the price of petroleum products purchased by Nepal Oil Corporation from India has also decreased.

According to the reduced prices, since Saturday, the Oil Corporation has purchased petrol at a lower price of Rs 15.76 per liter and diesel at a lower price of Rs 16.56 per liter.

Even though Nepal Oil Corporation purchased petroleum products from India at a reduced price, due to the arrears that the corporation has to pay to the IOC and the long-standing losses, the price of petroleum products will not be adjusted according to the new prices.

Ban on import of motorcycles above 150 cc and mobiles above $300

Due to pressure on foreign exchange reserves, the government has banned the import of motorcycles above 150 cc and mobile phones worth more than 300 US dollars until August 30.

Earlier, the government had banned the import of motorcycles above 250 cc and mobile sets priced above US$ 600 in April.

According to the government, it is said that the current system will not be applicable in case of those who have completed the process of import through banking before 17 July 2022.
After the decrease in foreign exchange reserves, the government has been tightening the import of luxury goods.

Biden raised Khashoggi murder with Saudi crown prince

US President Joe Biden, who arrived in Saudi Arabia to rebuild the Saudi-US relationship, has said that he raised the issue of the murder of journalist Jamal Khashoggi in his meeting with Saudi Crown Prince Mohammed Bin Salman.

After the October 2018 murder of journalist Khashoggi at the Saudi consulate in Istanbul, Turkey, US intelligence agencies accused Saudi Crown Prince Mohammed Bin Salman with murder.

Aside from Khashoggi’s murder, President Biden discussed increasing oil supplies to the market and announced that Saudi Arabia would open its airspace to the aircrafts flying to and from Israel, which was previously banned.

China’s objection to Dean Thompson’s remarks

The Chinese embassy in Nepal has retaliated by denying the statement made by US Ambassador nominee Dean Thompson at a hearing of the US Senate Foreign Relations Committee that the MCC had been passed by the Nepali parliament despite the China’s disinformation.

A statement issued by the spokesperson of the Chinese embassy in Nepal said that the remarks of the US side were completely baseless and they not only condemned China but also insulted Nepal and its people.

The Millennium Challenge Corporation (MCC) Compact has been hotly debated between Nepal and the United States, and the Nepali Parliament has passed a “explanatory declaration” specifically stating that Nepal’s constitution will be above the Compact and other related agreements. The declaration states that Nepal will not be part of any US military alliance, including the Indo-Pacific Strategy. It is also said that the government of Nepal and the people of Nepal have done legitimate work in favor of the national interest to protect their sovereignty and independence.

China firmly believes that in pursuing international development cooperation, the principle of mutual respect and equality should be maintained, the sovereignty and people’s will of the relevant countries should be fully respected, and the internal affairs of any country should not be interfered with, and no coercive diplomacy, and certainly the sovereignty of other countries for selfish gains. And the statement states that there should be no violation of interests.

The statement said that as Nepal’s friendly close neighbor and development partner, China would protect Nepal’s sovereignty, independence and national interest and help the Nepalese people to choose their own path of development freely and contribute to Nepal’s socio-economic development.

Pushpa Bhusal elected for the post of Deputy Speaker

Pushpa Bhusal has been elected for the position of Deputy Speaker of the House of Representatives.

Pushpa Bhusal, who received 148 votes out of the total of 242 MPs present in the Parliament, has been elected to the post of Deputy Speaker by the majority of the existing members. There were 93 votes against Bhushal and one vote in favor of not voting.

SriLankan PM Wickremesinghe sworn in as acting President

Prime Minister Ranil Wickremesinghe has been sworn in as the Interim President of Sri Lanka. Wickramasinghe has said that he will maintain peace and security in the crisis-stricken country by following the constitutional process.

Sri Lankan Prime Minister Ranil Wickremesinghe was sworn in as Acting President after the Speaker of Parliament accepted President Gotabaya Rajapaksa’s resignation.

Wickramasinghe on Friday urged lawmakers to work towards a consensus to form an all-party government, saying he would follow the constitutional process and restore peace in a country that has been reeling from months of fuel shortages and price hikes.

Election for the post of Deputy Speaker being held today

Voting for the post of Deputy Speaker of the Federal Parliament (House of Representatives) is scheduled at 3 pm today.

Pushpa Bhusal of Nepali Congress and Bidya Bhattarai of CPN-UML have registered their candidature for the post of Deputy Speaker, which is vacant after the resignation of the then Deputy Speaker Shivmaya Tumbahangfe.

Based on the current number of 271 MPs in the House of Representatives, it seems that a majority of the existing number, i.e. 136 votes, is required to be elected as the Deputy Speaker. In the ruling coalition, there are 61 MPs from the Nepali Congress, 40 from the Maoist Center, 23 from the United Socialist Party, 20 from the Janata Samajwadi Party and 1 from the Rashtriya Janamorcha, while there are 98 MPs from the CPN-UML.

Dr. Bhattarai and 9 central leaders dismissed from JASAPA

The Upendra Yadav faction of the Janata Samajwadi Party has dismissed 9 central leaders including Federal Council Chairman Baburam Bhattarai. Accusing him of playing a role in dividing the party, the central committee meeting held in Birgunj decided to remove Bhattarai and the leader of his faction on Thursday.

According to JASAPa executive member Prakash Adhikari, Federal Council Chairman Bhattarai, executive members Mahindra Yadav, Hisila Yami, Ganganarayan Shrestha, Prashant Singh, Durga Shob, Ramesh Yadav, Bhakta Bahadur Shah and Dan Bahadur Chaudhary have been relieved of their posts.

The extended meeting of the Bhattarai faction held in Kathmandu on Tuesday and Wednesday decided to separate from the JASAPA and form a new party.

No decision has been made to buy weapons: PM Deuba

Prime Minister Sher Bahadur Deuba has said that the government has no plans to buy weapons for the police.

Deuba said this while answering the questions raised by the leaders at the meeting of the Congress Central Working Committee held in Sanepa on Thursday.

Congress leaders has suggested Deuba ,that it would not be right to buy arms when the country is facing an economic crisis.

Prime Minister Deuba’s instruction to Governor Adhikari on monetary policy

During a meeting held in Baluwatar on Thursday morning, Prime Minister Deuba urged to bring a policy to improve the current economic situation. While the NRB is preparing to bring monetary policy, Prime Minister Deuba discussed the recent economic situation of the country with Governor Adhikari.

Fire broke out at Nanglo restaurant in Biratnagar

A fire has broken out at Nanglo Restaurant at Tinpaini Chowk in Biratnagar. A fire broke out in the restaurant on Thursday afternoon.

Pushpa Bhusal’s candidature for the post of Deputy Speaker from the ruling coalition

Nepal’s first win in the triangular series under the ICC Men’s World Cup League-2

Liu Jianchao returned home

Liu Jianchao, head of the International Liaison Department of the Chinese Communist Party, who arrived in Nepal on Sunday, returned home at 10 pm on Wednesday after a four-day visit to Nepal.

During the visit, Jianchao met with the President, Prime Minister and leaders of various political parties. During the meeting, Jianchao expressed the view that anti-China activities should not be allowed on Nepali soil, while Prime Minister Deuba said that Nepal is committed to the one-China policy.

During the meeting, Liu Jianchao said that China’s relations with any country would not be guided by ideology and adding to that he said,”China will always cooperate with all political parties in Nepal and support the government of Nepal.”

Fire at Bhrikuti Mandap in Kathmandu

A fire has broken out at Bhrikuti Mandap in Kathmandu.

The fire broke out in a wheelchair warehouse at Bhrikuti Mandap, police said. The fire brigade of Kathmandu Metropolitan City is trying to control the fire and fire brigade has also been called from Lalitpur Metropolitan City.

Meeting between President Bhandari and Chinese leader Jianchao at Shital Niwas

Election for the post of Deputy Speaker of HoR

EU approved one billion euros financial aid to Ukraine

The European Union has approved one billion euros infinancial aid to Ukraine.

EU finance ministers have approved one billion euros in economic aid to help Ukraine meet its immediate needs.The amount was approved as the first installment of the nine-billion-euro aid pledged to Kiev last May.

Russian President Vladimir Putin to visit Iran

UML won in Bajura’s Budhiganga municipality

Ram Bahadur Baniya of the CPN-UML defeated Rang Bahadur Khati of Nepali Congress with 4777 votes for the post of mayor. His rival Khati received 3774 votes in the election.

Similarly, UML’s Mayakumari Khadka defeated Nepali Congress’ Rita Shahi for the post of deputy chief of the municipality with 4727 votes. Shahi got 3755 votes.

UML has won in wards 1, 2, 3, 4, 5, 6, 9 and 10 of the municipality along with the panel while Nepali congress has won in wards 7 and 8.

The re-election was held in the municipality on July 7 after the election was rigged on May 13. There were 13,659 voters in Budhiganga and 9,128 votes were casted during the re-elction.

Liu Jianchao arrived in Nepal

Liu Jianchao, the newly appointed head of the International Liaison Department of the Chinese Communist Party, has arrived in Nepal.

Jianchao, who landed at Tribhuvan International Airport from an Air China flight at around 11 this morning, was welcomed by Deputy Chief of Protocol of the Ministry of Foreign Affairs and Rewati Poudel, leader of the major parties’ foreign departments.

It is said that the six-member Chinese delegation will discuss Nepal-China relations and issues of mutual interest during the 4 days visit.

Jianchao is scheduled to meet Prime Minister Sher Bahadur Deuba and Foreign Minister Dr. Narayan Khadka today.

He is also scheduled to meet President Vidyadevi Bhandari, UCPN (Maoist) Central Committee Chairman Pushpa Kamal Dahal and CPN-UML Chairman KP Oli.

Britain to provide military training to Ukrainians


The United Kingdom has announced a new military program to train 10,000 Ukrainian soldiers.

In a statement, the UK said the first group of Ukrainian had arrived in the UK.

British Defense Secretary Ben Wallace said the use of world-class expertise by the British military would help Ukraine rebuild its military and increase resistance to defend its sovereignty and the right to choose its own future.

The training will also provide volunteers with no military experience to be effective in front-line combat. The training, based on basic British military training, will teach weapons handling, battlefield first aid, fieldcraft, patrol tactics and the rules of armed conflict.

Meeting of Sekhar Koirala panel today at 1 p.m.

Leaders of Sekhar Koirala’s panel have called a meeting at Koirala’s liaison office in Baluwatar at 1 pm today who has been accusing Nepali Congress party president Sher Bahadur Deuba of running the party in an arbitrary manner and not following the constitution.

Before the meeting of the Central Committee of the Nepali Congress starting from Monday, Dr. Koirala’s panel have called a meeting to form a unified view of the suporting leaders .

Protestors in Srilanka stormed a rally on Saturday smashing the police barricades and took controlled over the presidential residence.

President Rajapaksa flee after the prtoestors took controlled over the building.His whereabouts remain unknown, although police say he was escorted to a safe place.

People of Srilanka have been staging anti-government protests in Srilanka, saying the political leaders is not doing well for the country amid economic crisis. Protesters had earlier surrounded the residences of leaders of various political parties and set fire to their homes.

Recommendation for promotion of 32 SPs of Nepal Police to SSP

The Home Ministry has recommended 32 Superintendents of Police (SPs) for promotion to Senior Superintendents of Police (SSP).

Pursuant to sub-rule 4 of rule 27 of the Police Rules 2071, the promotion committee meeting held today has recommended to promote 32 Superintendents of Police to the rank of Senior Superintendent of Police from the same group.

President Bhandari appoints ambassadors to three countries

Former Japanese Prime Minister Shinzo Abe shot dead

Former Japanese Prime Minister Shinzo Abe has died after being shot . Abe died at the hospital while undergoing treatment.

Former Prime Minister Abe was shot twice while addressing a public event in the western Japanese city of Nara. Former Prime Minister Abe, who was admitted to Nara Medical University, died at the hospital while undergoing treatment.
The assailant named Tetsuya Yamagami has been arrested by the police and kept at the Nishi Police Station.
Abe served as Japan’s prime minister from 2012 to 2020. Abe, an influential leader of the ruling Liberal Democratic Party, resigned as prime minister in 2020.

New provision to lease government land

The Ministry of Land Management, Cooperatives and Poverty Alleviation has changed the policy of 2071 BS to lease the government land.

Earlier, the legal provision of renting government land for only 30 years has been reversed and provision has been made to lease it for 40 years at a time.

Under the new policy, government land can be leased for 5 years in short term, 15 years in medium term and 40 years in long term. Although the government has extended the time limit for leasing, the minimum price for leasing has remained the same. There is no increase in the lease amount even in the new strategy issued after 8 years.

Agreement to extend time limit in rape case

The Law, Justice and Human Rights Committee of the parliament has agreed to extend the time limit in rape cases. As per the agreement, the term will be one year for adults and two years for minors.

According to the agreement, any minor who has been raped will have to lodge a complaint three years after the completion of 18 years, i.e. till the age of 21, while in the case of an adult, a complaint has to be lodged within two years of the incident.

Provision has been made to file a complaint within two years and three months of being released from custody or abduction if raped while in custody or in abduction. Similarly, persons with disabilities, senior citizens and mentally disabled persons have to lodge a complaint within three years of the incident.

Vote count in Budhi Ganga Municipality started

Bajura: The counting of votes in the election of Budhiganga Municipality Ward No. 1 and 10 has started according to the Office of the election Officer.

Gandaki state assembly meeting postponed after UML obstruction

The meeting of the Gandaki Provincial Assembly has been postponed after the obstruction of the main opposition party CPN-UML.

The opposition party CPN UML has obstructed the meeting saying that the mid-term budget expenditure structure has not been brought, more internal debt has been mentioned in the budget than specified in the budget and real information about the infrastructure development budget should be given.

T-20 World Cup trophy to be brought to Nepal

The T20 Cricket World Cup trophy will be brought to Nepal for the first time. The trophy will be brought to Kathmandu during the T20 World Cup Trophy Tour.

T20 World Cup will be started from October 16 in Australia. According to the International Cricket Council (ICC), the trophy tour has started from today .

The journey to take the trophy to different cities of the world has started 100 days before the start of the World Cup. The ICC has stated that the trophy will will be brought to Kathmandu on August 30.
The trophy tour will be conducted in 35 cities in 13 different countries.

Earlier, the trophy of the ODI Cricket World Cup in 2019 was brought to Nepal.

13 Nepalese arrested in South Korea

South Korea’s immigration department has arrested 13 Nepalese working illegally.
