A black flag to US Assistant Secretary of State Donald Lu

Biplava-led CPN has shown a black flag to American Assistant Secretary of State Donald Lu, who arrived in Kathmandu today for a three-day visit to Nepal.

Biplav cadres showed a black flag to Lu and his team at Gaushala. Demanding the cancellation of MCC and SPP, they showed a black flag to Foreign Minister Donald Lu. The police have arrested the cadres who showed the black flag to Foreign Minister Lu.

It is said that the arrested are Prakash Shahi, President of All Revolutionaries, General Secretary Lalit BK, Secretariat Member Tara Sanjel, Central Members Prem Sijapati, Lalit Bam, Ramesh Rawat and Bhaktapur Coordinator Ashok Mahatara.

US Assistant Secretary of State Donald Lu arrived in Nepal

US Assistant Secretary of State for South and Central Asian Affairs Donald Lu has arrived in Nepal.

Lu, who arrived in Kathmandu today for a three-day visit to Nepal, is scheduled to meet with Prime Minister Sher Bahadur Deuba and Foreign Minister Narayan Khadka on Friday. According to the US embassy in Nepal, there is a program to present an award for corporate excellence to Poorna, an American manufacturing company based in Nepal.

Lu is believed to have played an important role in getting the MCC approved by the Nepalese parliament. At a time when the Nepal government has decided not to proceed with the disputed US State Partnership Program (SPP), Lu’s visit to Nepal has been taken very seriously in the Nepali political circle.

Why the government’s decision about not participating in SPP has not yet been correspondence to the US?

The International Relations Committee of the House of Representatives has demanded a reason for not sending the decision not to participate in the State Partnership Program (SPP) to the US.

The government had decided not to participate in the SPP and said that it would write to the US through the Ministry of Foreign Affairs. Accordingly, the Ministry of Home Affairs has sent the decision of the Council of Ministers to the Ministry of Foreign Affairs. But the Ministry of Foreign Affairs has not yet sent a letter to the US.

The meeting of the International Relations Committee held on Wednesday to discuss the issue questioned,” why the government’s decision not to participate in the SPP was not sent to the US?”

Chief of the committee, Pavitra Niraula Kharel informed that the meeting decided to write a letter to the Ministry of Foreign Affairs and Defense demanding the reason for not writing to the US. The committee has also demanded all the documents shared about the SPP from the Ministry of Defence.

No Agreement been made on State Partnership Program : Nepal Army

The Nepal Army has stated that it has not entered into any agreement with the United States regarding the State Partnership Program (SPP).

The Directorate of Public Relations and Information of the Nepal Army has issued a press release today stating that it has drawn its attention to the media reports about the SPP. The statement said that the Nepal Army had not entered into any agreement or understanding with the US military or the US government regarding the SPP and that there is no process to reach such an agreement in the coming days.

The statement also said that the military has always been clear and vigilant that no military agreement should be reached with anyone in the future that would adversely affect Nepal’s non-aligned foreign policy, Nepal’s unique geopolitical position and strategic sensitivities.

Meanwhile,the US embassy said that in 2015 and 2017, the then Chief of Army Staff Rajendra Chhetri had applied to join the SPP twice and the offer was accepted in 2019.

No agreement on issues against national interest: PM Deuba

Prime Minister Sher Bahadur Deuba has said that he will not enter into any agreement against the national interest after reports emerged that the government is positive about the US military agreement on the State Partnership Program (SPP).

In a meeting with top leaders of the ruling coalition, Prime Minister Deuba assured that no agreement would be reached against the national interest after the government was sharply criticized at the civilian level for being positive about the US military agreement on the State Partnership Program (SPP).

The visit of General Charles A. Flynn, Commanding General of the US Army Pacific Command, to Nepal has made the politics of Nepal even more turbulent. Oppositio party leaders have been accusing the government saying that, the PM is secretly preparing to sign the SPP agreement during his visit to US. Some of the MP’s has asked to cancel the visit of PM and army chief to US. Although the United States has repeatedly written to Nepal to participate in the State Partnership Program since 2015, no agreement has been reached to date.

Secret preparations to sign the State Partnership Program: Dr. Bhim Rawal

The main opposition UML MP Dr. Bhim Rawal has accused the government of secretly preparing to sign a state partnership program under the US Department of Defense.

At a meeting of the Parliamentary Committee on International Relations, Rawal said the government had violated Nepal’s non-aligned foreign policy. He also demanded that the Parliament be informed about the visit of Prime Minister Sher Bahadur Deuba to the United States.

MP Rawal has also claimed that Prime Minister’s wife Arju Rana had gone to India for advice before Prime Minister Deuba’s visit to the US.
