Citizenship Bill approved by the President

May 31 , Kathmandu: President Ramchandra Paudel has approved the bill to amend the Nepal Citizenship Act, 2063.

Earlier, the Citizenship Bill, which was passed by both houses of the Federal Parliament and sent to President Bidya Devi Bhandari for verification, was returned without verification.

Although there is a dispute between the ruling party and the opposition regarding the Citizenship Bill, the Council of Ministers meeting held on May 26 decided to request President Paudel to certify the Citizenship Bill, which has been passed by both houses of Parliament.

Prime Minister Dahal flying to India

Prime Minister Pushpa Kamal Dahal is leaving for a four-day visit to India on Wednesday. This is Dahal’s first foreign visit after becoming the Prime Minister for the third time.

Erdogan wins re-election as president

Turkish President Recep Tayyip Erdogan has won re-election, in a tense run-off after he failed to secure more than 50 percent of votes required for an outright victory in the first round on May 14.

With 97 percent of ballot boxes opened, Erdogan reportedly received 52.1 percent of votes in the second round on Sunday, beating his challenger, Kemal Kilicdaroglu, who won 47.9 percent.

The official Supreme Election Council has yet to confirm the results.

The vote seals Erdogan’s place in history as he extends his 20-year rule for a further five years.

He had already outstripped the 15-year presidency of the Republic of Turkey’s founder, Mustafa Kemal Ataturk.

As Erdogan’s victory seemed complete, crowds headed to the presidential palace in Ankara to wait for his celebratory speech.

Prior to that, Erdogan appeared outside his residence in Istanbul’s Uskudar, where he sang before thanking an adoring crowd.

“We have completed the second round of the presidential elections with the favour of our people,” Erdogan said. “God willing we will be worthy of your trust as we have been for the last 21 years.”

He added that all 85 million citizens of the country were the “victors” of the two rounds of voting on May 14 and May 28.

Government raising more than 23 billion domestic debt than the target

May 28, Kathmandu. In the current financial year (FY) 2079/80, the government is going to raise domestic debt 23 billion rupees more than the budget target. This year, the government has set a target of raising 2 trillion 40 billion rupees in domestic debt, but it is expected to raise 2 trillion 63 billion rupees by the end of June.

At a time when liquidity in the financial system is low and interest rates are high, the government is going to raise more loans than expected. The government’s preparations will put more pressure on liquidity and interest rates. Through the mid-term review of the budget, the government had set a revised target of raising domestic debt of 2 trillion 40 billion rupees. Prior to that, the budget of this financial year initially aimed to raise 2 trillion 56 billion domestic debt.

The National Natural Resources and Finance Commission recommends the domestic debt limit that the government can raise every year. The commission has recommended raising internal debt not to exceed 5 percent of the gross domestic product this year. In that way, the government has the facility to raise 2 trillion 69 billion in debt.

Due to the lack of liquidity in the market and the increase in interest rates, credit has not gone to the private sector as expected. The monetary policy of the current year aims to expand the credit flow to the private sector by 12.6 percent, but it has only expanded by 3.5 percent by mid April. In other words, from june last year to mid-April, 1 trillion 62 billion loans have gone from the financial system. Bankers say that loans to the private sector will not increase by more than 6 percent by mid July. Although there is no large amount of credit in the private sector, there is no more liquidity in the market when the government increases the amount of internal credit. According to the data of Rastra Bank on May 23, the average loan-to-deposit ratio (CD) ratio of banks is 84.83 percent. Sunil KC, president of Nepal Bankers Association, says that although the average CD ratio of banks looks easy, there is no high liquidity situation. This week, banks had an average of 26 to 30 billion in liquidity.

Resham Chaudhary’s life imprisonment sentence been waived by the President

May 28, Kathmandu – On the occasion of the Republic Day, President Ramchandra Paudel has pardoned the prison sentence of Resham Chaudhary, who has been serving life imprisonment in Dillibazar prison.

The Council of Ministers had recommended to the President to waive the prison sentences of 19 people, including Chaudhary, who were found guilty by the Supreme Court in the Tikapur mass murder incident.

According to Article 276 of the Constitution of Nepal and Article 159 of the Code of Criminal Procedure 2074, they were pardoned by the President’s Office.

Similarly, according to Article 276 of the Constitution and Article 37 of the Criminal Offenses (Determining and Execution of Punishment) Act and Article 12 of the Senior Citizens Act, the rest of the prison sentences of 482 people have also been waived.

After the government tried to free Chaudhary, who was found guilty by the court and was serving his prison sentence, Sharda had submitted a petition to the President’s Office and demanded that Chaudhary should not be released from prison.

NATO creeping into Asia – North Korea

North Korea’s Foreign Ministry has claimed NATO is seeking to increase its influence in Asia, citing growing “military collusion” with Japan, which hosted a delegation from the military bloc last month to discuss ways to step up cooperation. 

In comments carried by the state-run Korean Central News Agency (KCNA) on Monday, an official with the Foreign Ministry’s Japan Research Center, Kim Seol-hwa, said Washington is gradually pushing NATO into Asia through partnerships with regional powers.

It is an open secret that the United States… has been trying to create a military alliance like this in the Asia-Pacific region,” he said, adding that the “recent unprecedented military collusion between Japan and NATO is arousing great concern and alertness in the international community.”

Kim went on to cite recent reports that NATO is now in talks to open a “liaison office” in Japan, its first such facility in Asia. The office would be used to “conduct periodic consultations with Japan and key partners in the region such as South Korea, Australia and New Zealand,” according to the Nikkei Asia news website.

All facts clearly show that NATO’s attempt to advance into the Asia-Pacific region through military collusion with Japan has entered a dangerous implementation phase,” the Foreign Ministry official continued, also pointing to other “confrontational alliances” such as the ‘Quad’ bloc – which Beijing has described as an “Asian NATO” – and AUKUS pact between Australia, the UK and the US.

Last month, Japan hosted a delegation from NATO’s Cooperative Security Division, which met with senior military leaders to “discuss the current military cooperation and opportunities to foster a stronger partnership,” as well as future joint drills with Japan’s armed forces. 

Further highlighting the increased cooperation, NATO Secretary General Jens Stoltenberg sat down with Japanese Foreign Minister Yoshimasa Hayashi at the alliance’s headquarters in Brussels on April 4, where the two officials  vowed to further strengthen their partnership. Prime Minister Fumio Kishida also met with NATO chief earlier this year, after attending an alliance summit in 2022, a first for a Japanese premier.

Kim argued that NATO’s overtures to countries like Japan and South Korea were part of plans to “build a huge anti-China and anti-Russia encirclement” in the broader region, claiming the US-led alliance hopes to “keep neighboring countries in check” while expanding its military footprint across the continent.RT

Paris justifies nuclear ties with Moscow

France will not withdraw from a contract with Russian nuclear corporation Rosatom for reprocessing uranium, as doing so would be beneficial for Moscow, the French energy transition minister has claimed.

Under the 2018 deal, regenerated uranium from France is delivered to Russia, where it is enriched and then sent back. The recycled uranium is used to run France’s nuclear power plants.

Terminating the contract would generate higher compensation for the Russian government than merely continuing imports at a minimum level, Agnes Pannier-Runacher told the BFM Business channel on Tuesday.

In March, Greenpeace reported that France had tripled imports of Russian enriched uranium in 2022. According to the organization, the deliveries confirmed France’s dependence on the Russian nuclear industry, which has not been targeted by Western sanctions.

Pannier-Runacher later denied that the operation of France’s nuclear power plants depended on Russia, noting that France resorted only “to a very modest extent to natural uranium enrichment services in Russia, as well as conversion and re-enrichment services for reprocessed uranium to improve cycle efficiency.”

France “could totally do without it as this last activity can be entirely substituted by natural uranium,” the energy minister told Montel News at the time.

Statistics showed that last year the French energy corporation EDF purchased 153 tons of uranium enriched in Russia, the same level as in 2021. Russia accounts for 15% of enrichment activities for EDF.RT

Diesel and kerosene prices reduced by Rs.10

May 16, Kathmandu – Nepal Oil Corporation has reduced the price of diesel and kerosene by Rs. 10 per liter.

After the price of petroleum products reduced by IOC on Tuesday, the meeting of the board of directors of the Nepal Oil corporation decided to reduce the price for consumers. According to the new price list sent by the Indian Oil Corporation (IOC), the price of diesel has decreased by 8 rupees per liter and the price of petrol by 9 rupees. Earlier, diesel and kerosene, which were sold at 165 rupees per liter, have remained at 155 rupees.

The corporation has kept the prices of petrol, jet fuel and cooking gas unchanged.

Resham Chaudhary’s life sentence upheld by the Supreme Court

May 16,Kathmandu – The Supreme Court has upheld the life imprisonment sentence of Reshlamal Chaudhary, who was sentenced to life imprisonment by the District Court Kailali and the High Court Dipayal for his involvement in the Tikapur incident in Kailali.

With this order of the Supreme Court, Chaudhary has been sentenced to life imprisonment. The joint bench of Supreme Court Justices Anand Mohan Bhattarai and Nahkul Subedi upheld the sentence of life imprisonment imposed on Chaudhary by the District and High Courts.

Sitaram Chaudhary and Gangaram Chaudhary, accused in the same case, have been acquitted. Sitaram and Gangaram were in jail for the term of life imprisonment as per the orders of the District and High Courts. Supreme Court has ordered to release them from prison today.

In the case of Laxman Tharu, As decided by the district court, who has served three years of imprisonment, was sentenced to life imprisonment by the high court. But Laxman tharu will not have to spend more time in prison as the Supreme Court upheld the decision of the district court.

Melamchi water supply will be stopped from May 19 to 29

May 15, Kathmandu – The Melamchi water supply project is going to stop the water being distributed from the Melamchi tunnel for 10 days from the 19th of May to the 29.

Top Bahadur Rayamajhi arrested

Top Bahadur Rayamajhi, who was on the run after an arrest warrant was issued on the charge of fraud by creating fake Bhutanese refugees, has been finally arrested .

Court permission to detain ex-home minister Khad for 4 more days

Only Nepalese who have gone to work abroad with a work permit can bring 2 mobile phones with them

May 14, Kathmandu – The Customs Department has further explained the decision of the cabinet meeting that , “Nepalese returning from abroad will be allowed to bring 2 mobile phones with them”.

With this decision of the customs department, now only those who have gone for foreign employment with a work permit will be allowed to bring one more mobile phone for free, while students who have gone to study abroad and Nepalese who have gone abroad on a tourist visa will have to pay tax as specified by the customs department if they bring more than one mobile phone.

The Customs Department has stated that any passenger returning from abroad can bring one mobile phone without paying duty and does not have to declare the mobile phone set he or she is using at the customs office.MDMS Registration of such mobile phones can be done online.

According to the Department of Customs, one additional mobile phone, which is allowed to be brought free of charge by the Nepali citizens who have gone to work abroad for at least 6 months with a work permit, must obtain a customs declaration form and based on the same declaration form, the phone can be registered in the MDMS.

However, according to the Customs Department, customs duty will be charged on the second phone brought by those who have returned from abroad on a tourist visa and who have returned from studying abroad, and after completing the customs process of the second phone, they will receive a notification letter and on the basis of the declaration letter those phone can be registered in MDMS.

The Customs Department also said that if the mobile phone brought from abroad is not registered in MDMS within 15 days of using the SIM of the Nepali mobile service provider, the mobile phone will not work in Nepal.

Three major political parties agreed to proceed with the Bill on Transitional Justice and Constitutional Council

The meeting held in the presence of the Prime Minister and Chairman of Maoist Center Pushpa Kamal Dahal Prachanda, Chairman of Nepali Congress Sher Bahadur Deuba, Chairman of the main opposition party UML KP Sharma Oli, Deputy Prime Minister and Minister of Defense Purna Bahadur Khadka, Deputy Leader of UML Parliamentary Party Subas Nemwang, Chief Whip of Congress Ramesh lekhak and Chief Whip of Maoist Center Hitraj Pandey has decided to proceed with the bill by forming a sub-committee under the subject committee of the House of Representatives.

3 people arrested with 175gm gold from Tribhuvan International Airport

The police arrested three people who arrived in Kathmandu from Dubai on Saturday with about 175gm of gold in a Himalayan Airlines flight.

The police stationed at Tribhuvan International Airport customs arrested Suman Magar of Madhyapur Thimi, Bimala Darzi of Jhapa and Sarjan Rayamazhi of Butwal along with gold during investigation.

Nepalese can bring two mobile phones while returning from abroad

May 9, Kathmandu- When returning from foreign employment, Nepali citizens will now be allowed to bring two mobile phones with them.

Contrary to the written proposal made by the Nepal Rastra Bank to enter into a G2G agreement so that Nepal will be in charge of managing transactions between Nepal and India through digital wallets and QR codes, the government is going to hand over all financial transactions through digital wallets and QR codes to Indian company.

The government has ignored the proposal of the Rastra Bank, even though the officials of the Rastra Bank have drawn attention to the fact that the financial statements of the country will be directly accessible to the Indian company after the Indian company is in charge of the business towards Nepal.

Although Nepal Rastra Bank proposed to entrust the business to Nepal Clearing House Limited (NCHL), which was established as a joint venture between itself and banks and financial institutions of Nepal, the government directly appointed Gateway Payment Services Pvt. Ltd. as an agent of the Indian company and prepared to give all the responsibility. GPS has contracted to operate the Unified Payments Interface (UPI) system under the National Payments Corporation of India (NPCI).

It is said that under Indian pressure, the government is going to hand over the entire responsibility to the Indian company. Officials of the Rastra Bank have said that the officials of the Indian Embassy in Nepal have been giving pressure for this and the government has started preparations accordingly.

Government in the process of amending the law to release Resham Chaudhary

April 7,Kathmandu- The government has prepared to proceed with the law amendment process to free the leader of the Nagarik Unmukty Party, Resham Chaudhary, accused of the Tikapur murder case, who was found guilty by the court.

Earlier the Council of Ministers meeting held on May 2 has already decided to take some bills related to the amendment of Nepal Act to the Parliament,and the same bill is being prepared to be presented in today’s Parliament session. Some parliamentarians have also said that the Bill is being advanced under the pressure of the Nagarik Unmukty Party under the condition of supporting the government.

The ordinance brought by the government led by Sher Bahadur Deuba on the 11th of December to release Chaudhary could not be implemented due to the controversy and now it is said that the same bill is going to be amended by keeping the provisions of the same ordinance.

Section 116 of the Code of Criminal Procedure lists non-returnable cases. In the Civil Code of Criminal Offenses ,negative and positive list cases has been classified and there is a provision that even now the cases in the positive list can be withdrawn with the consent of the court.In the provision it has been clearly mentioned that the negative list cases cannot be withdrawn.According to which the case of chaudhary could not be withdrawn. But now in the bill,a provision is going to be added that the ‘political nature cases can be withdrawn’. and which seems clearly to be in favour of chaudhary to get him released out of the prison.

In the case of the Tikapur incident, Chaudhary was found guilty by two levels of courts on the charge of killing seven policemen and a child. Chaudhary’s wife Ranjita Shrestha is the Minister of Land Management, Cooperatives and Poverty Alleviation in the current government.

Budget session starts

May 7-Kathmandu — The budget session of the Federal Parliament is starting today. Today, Finance Minister Prakasharan Mahat will submit a proposal to discuss the principles and priorities of the appropriation bill for the next financial year.

According to the constitutional provision, the budget for the next financial year should be submitted by 29th of May. Before that, the annual policy and program will be submitted. According to the Parliament Secretariat, an ordinance to amend some laws related to the Civil Code will also be submitted on today’s session.

In the 92-hour and 30-minute meeting of the first parliamentary session that lasted for 110 days, no significant work was done, nor was any bill passed, except for passing the rules of the House of Representatives and Prime Minister Pushpa Kamal Dahal taking a vote of confidence twice.

The parliamentarians said that the government did not answer the questions raised by the parliamentarians in the previous session, and the government should address the questions raised by the people’s representatives in the next session. The government is also under pressure to move forward the Citizenship Bill, which was not implemented due to non-certification by the President, in this session.

UK Police been criticised over arrests of anti-monarchy group during coronation

The arrest of anti-monarchy protesters on the day of the Coronation has been labelled “alarming” by human rights groups.

Human rights groups and MPs have criticised the Metropolitan Police over arrests of anti-monarchy group in London on the day of the Coronation.

However, responding to the criticism, Police had said that ” it’s their duty to intervene when protest becomes criminal and may cause serious disruption”. Scotland Yard also respond saying”it had acted in a proportionate manner” siting the situation.Police said the 52 arrests were made for offences including affray, public order offences, breach of the peace and conspiracy to cause a public nuisance around the coronation.

While campaigners insisted their protests were peaceful the police said they had intelligence that groups were “determined to disrupt” the occasion.

Several Labour MPs criticised the Met’s response, with senior backbencher Sir Chris Bryant writing on Twitter that “freedom of speech is the silver thread that runs through a parliamentary constitutional monarchy”.

Shadow minister Jess Philips also used social media to say that “our nation and our King is not so fragile as to not be able to take harmless protest of a different view”.

Labour MP Richard Burgon said he was ”deeply concerned” by the arrests, while MP Zarah Sultana said: “Whatever you think of the monarchy, the right to peaceful protest is fundamental to democracy.”

UK director of Human Rights Watch, Yasmine Ahmed, said “the police action is like something you would expect to see in Moscow, not inLondon”.

5G trial of Nepal Telecom started in Pokhara and Birgunj

Kathmandu, May 7 – After Kathmandu, Nepal Telecom has started 5G trial in Pokhara and Birgunj. The government had initially planned to test 5G in four cities Kathmandu, Pokhara, Birgunj and Biratnagar. However, due to American pressure on the use of Chinese technology in 5G, Nepal Telecom has not been able to speed up the trial process.

Nepal Telecom, which is testing 5G in Babarmahal and Sundhara areas of Kathmandu, has now started the testing process in Pokhara and Birgunj. Telecom is preparing to start 5G trial in the remaining four provinces after Kathmandu (Bagmati), Pokhara (Gandaki) and Birgunj (Madhesh Province).

After the success of the current trial, Nepal Telecom said that it will expand 5G commercially.

Charles III crowned at Westminster Abbey in London

May-6: King Charles III of Great Britain was crowned at Westminster Abbey in London on Saturday. At the climax of the two-hour ceremony, the Archbishop of Canterbury Justin Welby placed the crown of St. Edward the Confessor on the sovereign’s head.

It was made in the 17th century from pure gold, weighs 2.2 kg. The crown is decorated with more than 400 precious stones . It has been used for the coronation of all British monarchs since Charles II (1630-1685). Putting it on the head of the monarch, the Archbishop of Canterbury uttered the words “God save the king”, which were repeated by all 2,200 guests in the abbey.

Shortly before the coronation King Charles III was anointed to reign. The sacrament was performed by the Archbishop of Canterbury Justin Welby in Westminster Abbey in London.

During the sacrament, the archbishop pours oil from an ampule – a golden vessel in the shape of an eagle – into a coronation spoon made of gilded silver, which was made back in the 12th century. This is the only medieval royal regalia of the British monarchs, preserved after the English Revolution of the mid-17th century. The archbishop applied oil to the head, chest and arms of the 74-year-old king, who was seated in the oak coronation chair of King Edward facing the altar. Before this, the sovereign took off his mantle, ornaments, and all other symbols of his status in the face of a higher divine power. Then Charles III changed into royal clothes.

Before the coronation, Charles III accepted the royal regalia, which carry a deep symbolic meaning, like all the details of the ceremony. A precious sacrificial sword is an attribute of the king as a defender of the faith, and golden bracelets are a symbol of sincerity and wisdom. The power of the monarch – a golden ball with a cross – symbolizes the Christian world, and the scepter is a symbol of royal power and justice.

Then Queen Camilla, the wife of the monarch, was anointed, crowned and enthroned. After this procedure, she will be referred to simply as the queen.

After that the ceremony comes to an end, the crowned couple will head back to Buckingham Palace in an 18th-century gilded carriage.

Former Home Minister Ram Bahadur Thapa’s security advisor Dr. Indrajit Rai arrested

Former Home Minister Ram Bahadur Thapa’s security advisor Dr. Indrajit Rai has been arrested by the police.

The security advisor Indrajit Rai, of the then Home Minister Ram Bahadur Thapa “Badal” has been arrested by police and said that the involvement of the Ministry of Home Affairs was confirmed in the case of making fake Bhutanese refugees and sending them to America.

After the victims lodged a complaint against Rai, he was arrested by the police from his residence and kept in custody at Teku. According to the police Dr. Rai has been charged with organized crime and fraud.

The police said that they have collected evidence against Rai and other people of the Ministry of Home Affairs and that the investigation has also started against the then officials of the Home Ministry and some high-ranking employees. Police have issued an arrest warrant against Rai’s son Neeraj in the case and, former home minister Badal’s son Prateek Thapa is also said to be involved in the incident. Police have also arrested Keshav Dulal, Sanu Bhandari, Sagar Thulung Rai, Sandesh Sharma, and Tank Gurung involved in the incident. Among those arrested, Dulal was a personal assistant of former foreign minister Sujata Koirala, while Sharma and Bhandari were aides of former energy minister Top Bahadur Rayamajhi.
