Ordinance in the Parliament to remove the difficulties encountered

KATHMANDU – The government has presented an ordinance related to economic procedures and an order to remove difficulties in the meeting of the House of Representatives .

Finance Minister Dr Prakasharan Mahat presented the ‘Financial Procedures and Financial Accountability (First Amendment) Ordinance, 2080’ in the meeting. The ordinance includes provisions such as extending the time period for pre-discussion of the government’s policies and programs and budget.

Likewise, the Minister of Law, Justice and Parliamentary Affairs Dhanraj Gurung has submitted an order to remove the discomfort caused by the extension of two commissions related to transitional justice according to Section 42 of the Commission of Inquiry into Disappeared Persons, Truth and Reconciliation Act, 2071

Parliament session begins today

Kathmandu – The winter session of the Federal Parliament is starting today. Seven possible agendas have been set for the meeting of the House of Representatives, which is scheduled for 4 pm.

At the beginning of the meeting, Speaker Devraj Ghimire will read out the details of the letter received from the President. After that, he will read out the letter regarding assignment of duties received from the office of the President and the letter regarding assignment of duties received from the office of the Prime Minister and Council of Ministers.

According to the Parliament Secretariat, the agenda for the Speaker to nominate the members who will preside over the meeting according to the House of Representatives Rules 2079 has been decided. Likewise, the Electronic Business Bill, 2080 and the National Dignity Bill, 2079 will be tabled in the National Assembly.

Finance Minister Dr. Prakash Sharan Mahat will introduce the Financial Procedure and Fiscal Responsibility (First Amendment) Ordinance, 2080 and Law Minister Dhanraj Gurung has issued an agenda to submit an order to remove obstacles according to section 42 of the Investigation, Truth and Reconciliation Commission Act, 2071 issued by the decision of the Council of Ministers.

Election of National Assembly Speaker on March 12

Kathmandu- The election of the Speaker of the National Assembly will be held on March 12. The detailed schedule of the election prepared by the National Assembly Executive Committee will be announced on March 10.

The term of office of 20 MPs including Speaker Ganesh Prasad Timilsina of the 59-member National Assembly is expiring on the 3rd of March. 19 members have been elected from the election of National Assembly members held on January 25, while the President will nominate one member on the recommendation of the Council of Ministers.

In terms of numbers, the coalition government currently has a clear majority in the National Assembly . As per the coalition leaders, Nepali Congress leader Krishna Prasad Sitaula might be the candidate for the Speaker of the National Assembly on behalf of the coalition.

Budget session starts

May 7-Kathmandu — The budget session of the Federal Parliament is starting today. Today, Finance Minister Prakasharan Mahat will submit a proposal to discuss the principles and priorities of the appropriation bill for the next financial year.

According to the constitutional provision, the budget for the next financial year should be submitted by 29th of May. Before that, the annual policy and program will be submitted. According to the Parliament Secretariat, an ordinance to amend some laws related to the Civil Code will also be submitted on today’s session.

In the 92-hour and 30-minute meeting of the first parliamentary session that lasted for 110 days, no significant work was done, nor was any bill passed, except for passing the rules of the House of Representatives and Prime Minister Pushpa Kamal Dahal taking a vote of confidence twice.

The parliamentarians said that the government did not answer the questions raised by the parliamentarians in the previous session, and the government should address the questions raised by the people’s representatives in the next session. The government is also under pressure to move forward the Citizenship Bill, which was not implemented due to non-certification by the President, in this session.

National Assembly meeting postponed indefinitely

April 18, Kathmandu – The meeting of the National Assembly scheduled to be held on Tuesday afternoon at 2:31 PM has been postponed indefinitely.

The General Secretary of the Federal Parliament Secretariat, Bharatraj Gautam, has published a notice saying that the meeting has been adjourned until further notice.

Earlier, the meeting called for 30 Chaitra 2079 BS.was also postponed on the instructions of the President of the National Assembly, Timilsina.

UML’s objection to the government’s move to extend the tenure of the Parliament

CPN-UML has objected to the government’s move to extend the tenure of the House of Representatives and the Provincial Assembly.

In the meeting of the House of Representatives today, Member of Parliament Sher Bahadur Tamang said that the bill related to tenure should be withdrawn by addressing today’s parliament meeting from the government side. He stressed to the fact that Parliament should be dissolved after announcing the election. Tamang made it clear that taking the fresh mandate of the people should not be delayed and urged to accept the opinion of the people.

Similarly, MP Gokul Prasad Baskota commented that the alliance is trying to prolong the life of the parliament by imprisoning democracy in its fist. He asked what conspiracy they were trying to do in two months by extending the tenure of the House of Representatives and the State Assembly.

He commented that prolonging the life of the parliament means stifling democracy. Baskota made it clear that CPN-UML will not agree on this bill.

Parliamentary Special Investigation Committee report submitted to the parliament

The parliamentary special investigation committee constituted to investigate the then Finance Minister Janardan Sharma on the charge of unauthorized persons entering the Ministry of Finance and changing the rates of taxes and customs during the preparation of the budget for the financial year 2079/80 has submitted its report to the Parliament today.

In the 129-page long report prepared by the 11-member parliamentary special committee led by MP Laxmanlal Karna, it has cleared Sharma saying that no such concrete evidence has been found against him.

According to paragraph 4 of the report published by the committee, It has been concluded that Sharma is set to be free of all charges.

5-point agenda to be discussed in HoR meeting today

The 48th meeting of the eleventh session of the House of Representatives is being held today.

In today’s Parliament sitting to be convened at 11 am, the Parliament Secretariat has published a 5-point agenda for discussion.
Industry, Commerce and Supply Minister Dilendra Prasad Badu is scheduled to submit a proposal to consider the Standard Measures and Weights (Fifth Amendment) Bill 2076. Similarly, a proposal to consider the Accreditation Bill 2076 is also included in today’s agenda.

In today’s House of Representatives meeting, Prime Minister Sher Bahadur Deuba is scheduled to submit the Nepal Service Special Bill 2076 to Parliament for discussion.
In addition to these, it has been mentioned in today’s agenda published by the Parliament Secretariat that 3 other bills will be discussed in today’s Parliament meeting.

House of Representative’s meeting at 1 pm

A meeting of the House of Representatives will be held today at 1 pm at the Federal Parliament Building.

In today’s meeting of the House of Representatives, the Chairman of the Education and Health Committee, Jaipuri Gharti, will submit the report of the Education and Health Committee on the Yogamaya Ayurveda University Bill, according to the Parliament Secretariat.

Pushpa Bhusal elected for the post of Deputy Speaker

Pushpa Bhusal has been elected for the position of Deputy Speaker of the House of Representatives.

Pushpa Bhusal, who received 148 votes out of the total of 242 MPs present in the Parliament, has been elected to the post of Deputy Speaker by the majority of the existing members. There were 93 votes against Bhushal and one vote in favor of not voting.

Voting for the post of Deputy Speaker of the Federal Parliament (House of Representatives) is scheduled at 3 pm today.

Pushpa Bhusal of Nepali Congress and Bidya Bhattarai of CPN-UML have registered their candidature for the post of Deputy Speaker, which is vacant after the resignation of the then Deputy Speaker Shivmaya Tumbahangfe.

Based on the current number of 271 MPs in the House of Representatives, it seems that a majority of the existing number, i.e. 136 votes, is required to be elected as the Deputy Speaker. In the ruling coalition, there are 61 MPs from the Nepali Congress, 40 from the Maoist Center, 23 from the United Socialist Party, 20 from the Janata Samajwadi Party and 1 from the Rashtriya Janamorcha, while there are 98 MPs from the CPN-UML.

Vidhya Bhattarai’s candidature for the post of Deputy Speaker from UML

Vidya Bhattarai has registered her candidacy for the Deputy Speaker of the House of Representatives on behalf of the main opposition party CPN-UML.

Whip Shanta Chaudhary and MP Krishna Bhakta Pokhrel has supported her candidature.

After the nomination, the final list of candidates will be published today at 1:30 pm and the election will be held tomorrow at 3 pm.

Election for the post of Deputy Speaker of HoR

After the resignation of the then Deputy Speaker Shiva Maya Tumbahamphe, the Federal Parliament, which has been vacant for almost four years, is going to hold elections for the post of Deputy Speaker of the House of Representatives.

In today’s meeting of the House of Representatives, according to Rule 8 of the Rules of the House of Representatives 2075 BS, an agenda has been included for the Speaker to fix the date and time for the post of Deputy Speaker.
According to the legal provision that the Speaker and the Deputy Speaker should not belong to the same party, the Deputy Speaker should now be from a party other than the Maoists. Similarly, the constitution has also made provision for women to hold one of the posts of Speaker and Deputy Speaker.

Preparations for the Parliamentary Election

A meeting between the top leaders of the five ruling parties to review the local elections has discussed when the parliamentary elections will be held.

Parliament(HoR) Meeting to be held at 1 pm today: MCC to be presented

The meeting of the House of Representatives is scheduled to be held at 1 pm today.

Today’s meeting of the House of Representatives has become a matter of national interest as the alliance has agreed to present MCC to parliament. According to the decision from the Nepali Congress meeting held yesterday, MCC will be presented at the parliament today.

Though the MCC was not mentioned in the agenda made public by the Parliament Secretariat, the leaders close to the Nepali Congress have said that the MCC will also be included in the agenda of the Parliament sitting from the work arrangement committee meeting to be held at 11 am today.

Meanwhile, the main opposition party UML has said that it will disrupt today’s meeting of the House of Representatives.
CPN-UML has been boycotting the previous meetings demanding the dismissal of 14 Socialist MPs including Madhav Nepal, and the resignation of the Speaker.
