Nine thousand victims of human rights violations in 2023

Kathmandu – The Informal Sector Service Center (INSEC) reported that more than 9,000 people were subjected to human rights violations and abuses in 2023. In the Human Rights Year Book-2024 published by INSEC on Monday, it is mentioned that 9 thousand 388 people were victims of human rights violations and abuses in 2023.

In the one year period from december 2022 to december 2023 a total of 988 victims of human rights violations including 146 women and 842 men have been mentioned in the INSEC report.

Similarly, the report mentions that 7,716 women, 2 LGBTIQ and 682 men were victims of abuse. INSEC mentioned that 7 thousand 376 people were victims of human rights violations and excesses in 2022 and said that in 2023 this number was 2 thousand 12 more than in 2022.

In 2023, 6 people were killed by the state side. Similarly, INSEC records that 2 people were victims of torture, 240 people were arrested, 62 people were victims of racial discrimination, 414 people were beaten, 31 people were subjected to inhuman treatment, and 555 people were victims of the right to assemble and organize.

According to INSEC records, 2 people died in police custody and 51 people died in prison. It is also mentioned that 2 prisoners died due to police torture and beating in Sankhuwasabha prison. Similarly, the report of INSEC has mentioned that one person has gone missing from the state side and 2 people have gone missing by unknown groups.

General committee meeting to make Congress strong and united: Deuba

Lalitpur: Chairman of Nepali Congress Sher Bahadur Deuba has expressed his belief that the general committee meeting of the party will strengthen and unite the party.

Speaking at the general committee meeting of the party which started at Godawari in Lalitpur on Monday, he said that the program is eagerly being observed with the hope of making the Congress stronger and more united.

Deuba said that the party’s policy issues will be discussed in the meeting of the general committee and a document will be prepared including the suggestions made in the meeting. Nepali Congress has a long history of struggle for the establishment, restoration and protection of democracy in the country. Whenever there is a crisis in the country, the Congress has shown the way of leadership and solution. On the basis of democratic values, this party has succeeded in keeping its name at the national and international level,” he said.

Former Prime Minister and Congress President Deuba said that the most importanat thing to to do in the present scenario is the protection and effective implementation of the Constitution.

He clarified that the coalition government was formed not only for the formation of the government, but also to neutralize the attempts made by the previous government to dissolve the House of Representatives and lead the country towards political instability and to protect the constitution. He also said that competition between political parties is natural, but Congress is always in favor of dialogue, understanding and cooperation.

Kathmandu – Former President Bidya Devi Bhandari has expressed doubt that the victims of the armed conflict will get justice as those who pushed the country into violence are leading the power.

Speaking at the unveling ceremony of the book, ‘Nepal Human Rights 2024’ organized by the Informal Sector Service Center (INSEC) in Kathmandu on Monday, she said, “It is important to focus on completing the rest of the peace process as soon as possible, keeping the victims at the center.” But, what is ironic is that the people who led the country to the violence once, is now ruling the country, which undoubtly raise a serious question on serving justice to the country and the innocent victims.

Noting that even after 18 years of the Comprehensive Peace Agreement, the victims have not been able to get justice, she clarified that the sensitive issue of transitional justice should not be used by anyone as a means to achieve their own interests.

Permission for mineral extraction to 156 mining companies in Nepal

Kathmandu – The Department of Mines and Geology has given permission to 156 mining companies of Nepal for mineral extraction.

According to the information provided by the Department of Mines and Geology, these mining companies have been given approval for mining after research and exploration of minerals across the country.

According to the Mines and Minerals Act 2042 and the Mines and Minerals Rules 2056, the department has given permission to 17 different types of 156 mining companies for mineral extraction, said Jayaraj Ghimire, the head of the Mineral Resources Division.

According to him, the department has given permission to three companies to extract termine, 13 companies to extract talc talc, two companies quartz, five companies kyanite, one company marble, two companies red oxide and one company iron, one company to extract zinc, 13 companies to extract quartzite, two companies to extract magnesite, three companies to extract dolomite and two companies h to extract copper.

Ghimire said that there have been many requests for limestone mining recently and accordingly 96 mining companies have been given permission to mine limestone.

The department has also been revoking the permits of some companies that could not operate mines immediately and did not meet the standards.

Finance Minister Mahat’s request to focus on meeting the target of revenue collection

Jhapa – Finance Minister Dr. Prakasharan Mahat inspected Mechi Customs Office Kakadvita, Bhadrapur Customs Office and Internal Revenue Office in Bhadrapur of Jhapa and asked them to focus on fulfilling the target of revenue collection.

Minister Mahat, who came to participate in the opening session of the 15-day Fifth Damak Festival organized by the Damak Industry and Commerce Association, inspected the office and discussed with the local traders. President Paudel calls for political resolution to curb corruption

KATHMANDU- President Ram Chandra Paudel has called for political resolution to curb corruption.

Addressing a program organized on the occasion of the 33rd establishment day of the Commission for the Investigation of Abuse of Authority (CIAA) on Sunday, President Paudel said that corruption and corrupt attitudes are hurdles to a nation’s development and progress. He added that corruption and a corrupt mentality have eroded moral values, weakening the foundation of the nation.

“The level of transparency and accountability of the government will have a role in the prevention of corruption. The more transparency and a sense of accountability in the governance, there are higher possibilities of corruption control,” said President Paudel. He drew the attention of all public entities to maintain transparency in each of their actions and decisions.Similarly, he urged the CIAA to ensure impartiality in its investigations and subsequent prosecutions.

Considering good governance as the lifeline of democracy, he expressed his belief that achieving economic prosperity and social justice is essential for preventing corruption. He urged the CIAA to address the public’s interest, ensuring that high-profile individuals are not exempt from accountability for abuse of authority and corruption.

India rejects Nepal’s proposal to build cross-border electricity transmission line

An official of the Electricity Authority has said that India does not want to involve Nepal in the construction of two new international transmission lines.

As Nepal has proposed to construct 400 kV Inaruwa (Duhabi-Purnia, Bihar) and 400 kV New Lamki (Dodhara-Bareli, Uttar Pradesh) cross-border lines through joint investment between the two countries, Indian side has proposed to construct the Indian section by India itself and Nepal’s section by Nepal itself. The head of the Broadcasting Directorate of the Electricity Authority, Dirghayu kumar Shrestha said.

In the 11th meeting of the Joint Secretary-level Joint Working Group (JWG) and Joint Secretary-level Steering Committee (JSC), the discussions held by both sides ended without any concrete conclusion. It has been agreed between the two countries to complete the construction of Duhavi-Purnia by 2027-2028 and Dodhara-Bareli power lines by 2028-2029.

Authority officials said that it was not immediately clear why the Indian side did not want to jointly build the project.

400 KV Butwal-Gorakhpur transmission line has been established in collaboration with the Authority and the Indian Power Grid Corporation of India to construct the Indian section.

Prime Minister Pushpa Kamal Dahal and his Indian counterpart Narendra Modi laid the foundation stone of the 400 KV inter-country power line during their visit to Delhi.

The two countries have agreed to build a 120-km power line by March 2025, but authority officials say it will be challenging to complete the task within the deadline. The Nepal section of this line, which is about 20 kilometers long, will be invested by Millennium Challenge Corporation (MCC) Nepal Compact.

Nepal also proposed the same modality for the construction of two other transmission lines.

After the Indian side rejected the proposal, Nepal informed the Indian side that it will not unilaterally book the capacity of this transmission line for 25 years as in the case of Butwal-Gorakhpur transmission line.

Capacity booking forces Nepal to pay the minimum fee even if there is no power flow on the transmission line. “We proposed to the Indian side to pay the wheeling charge based on the power flow only if they do not adopt the Butwal-Gorakhpur power line modality,” said Shrestha.

Nepal had agreed to book capacity on the Butwal-Gorakhpur transmission line as it needed this cross-border line to sell more electricity to its southern neighbour.

“Despite bearing certain financial burden due to capacity booking, in the case of Butwal-Gorakhpur transmission line, the profit of the joint venture will also be shared with the Authority as a partner”, said Shrestha.

Court order to produce witnesses in Congress leader Alam’s case

Rautahat – District Court Rautat has ordered to presnet the witnesses in the case filed against Nepali Congress leader and former minister Mohammad Aftab Alam, who is accused of the bomb blast incident in Rajpur village of Rautahat.

In the final hearing of the 16-year-old case,court ordered the witness to be present in the court along with the forensic examination report.

The court has set a deadline for the final hearing against 11 people including Alam in the case .

SC orders to stop the land selling of Giribandhu Tea Estate

The Supreme Court has put a full stop to the attempt to sell the land worth billions of Giribandhu Tea Estate in Jhapa .

Supreme Court ordere to stopped the selling process of the land of the tea state, stating that the ammendment of the land reform acts made by the then KP Oli-led government were not favorable to the legal provisions.

In this case, which is considered to be political corruption, the Constitutional Bench of the Supreme Court has given an order to confiscate more land than the limit. The writs filed by Advocate Omprakash Aryal, Bhaktaraj Bharti and Omprakash Mishra on different dates were heard simultaneously by the Constitutional Bench and gave the verdict.

The bench headed by Chief Justice Vishwambhar Prasad Shrestha has quashed the government’s decision and all the actions taken in accordance with it. In the summary order issued by the bench of Justices Ishwar Prasad Khatiwada, Prakashmansingh Raut, Sapna Pradhan Malla and Sushmalta Mathema, it is said that, ‘Controversial decision granting approval to Giribandhu Tea Estate Pvt. Ltd. to sell 343-19-12 bigha of land under Land Act, 2021 will be invalidated as it does not appear to be in accordance with the legal provisions including Section 12(c) and is of an immature nature.’

CIB release 3 people including Barun Chaudhary

Kaski – A complaint has been lodged at District Police Office Kaski against three people including Rabi Lamichhane, president of Rastriya Swatantra Party and Dipesh Pun,son of former Vice President Nanda Bahadur Pun in the case of co-operative fraud.

The depositors of Pokhara’s Suryadarshan Savings and Loan Cooperative have filed a complaint against Rabi Lamichhane, president of Rastriya Swatantra Party , Dipesh Pun, the son of former Vice President Nanda Bahadur Pun, Gyan Bahadur Bamjan, the former president of the cooperative, and various 15 companies.

As the District Police Office Kaski has already registered a complaint on the same issue, District police now has said that the complaint will be investigated as a supplementary application.

Earlier, the International Criminal Police Organization (Interpol) has issued a diffusion notice against three people on charges of cooperative fraud. A notice was issued against Suryadarshan Cooperative founder president Gitendrababu (GB) Rai, current president Than Bahadur Budhamgar and former president Bhupendra Rai.

A complaint was lodged at the District Police Office Kaski on the allegation that 19 people including Rai had embezzled more than one billion from the cooperative and the case is now under investigation.

KATHMANDU – The government has presented an ordinance related to economic procedures and an order to remove difficulties in the meeting of the House of Representatives .

Finance Minister Dr Prakasharan Mahat presented the ‘Financial Procedures and Financial Accountability (First Amendment) Ordinance, 2080’ in the meeting. The ordinance includes provisions such as extending the time period for pre-discussion of the government’s policies and programs and budget.

Only 56 percent of MBBS passers pass the NMC license exam

KATHMANDU- Only 56 percent of those who have passed MBBS have passed the license examination conducted by Nepal Medical Council (NMC).

Under the 68th license examination conducted by NMC, only 56.68 percent of doctors have passed, including 55.96 percent in medical and 61.05 percent in dental.

A total of 1,737 medical candidates and 2,285 dental candidates participated in the examination. Only 46 percent of the examinees passed the 67th license examination held last year.

Candidates who are not satisfied with the results of the examination can apply for re-registration in the email of NMC by clearly mentioning their name and roll number within 35 days from the date of publication of the notice and such candidates have to pay a fee of Rs 1,500, NMC said.

Candidates who have passed the examination have to apply online to get registration certificate within 35 days from the date of publication of this notification. According to NMC, the certificate will be prepared after 15 days from the date of application.

The NMC said that the concerned examinees should be present to get the certificate as they have to submit biometric attendance, photo check and signature verification.

KATHMANDU – The Kathmandu District Court has extended the judicial remand of two days to three people arrested in the case of Bansbari leather and shoe factory land scam.However,the court has also ordered to release them on bail if the investigation is not completed within the extended period of time. Earlier, the court allowed them to be detained for four days.

The Central Investigation Bureau of Nepal Police arrested two people including the Chairman and Managing Director of CG Holdings Chaudhary involved in the land scam on Thursday.

Arun Kumar Chaudhary is accused of illegally converting 10 ropani public land of a government-owned shoe factory into private property.

Along with Arun Chaudhary, the CIB has also arrested Ajitnarayan Singh Thapa, the former executive chairman of the leather and footwear factory, and Sanjay Thakur, the director of the CG Chandbagh Residency and Champion Footwear Company established by the Chaudhary family on the said 10-ropani land.

King Charles III diagnosed with cancer

King Charles III of Great Britain has been diagnosed with cancer, Buckingham Palace said in a statement.The type of cancer has not been revealed yet but was discovered during his recent treatment for an enlarged prostate.

“Throughout this period, His Majesty will continue to undertake State business and official paperwork as usual”, said the statement.

King Charles, 75, had spent three nights in hospital last month after undergoing a corrective procedure for an enlarged prostate, when a separate issue of concern was noted. The palace said that tests had identified a form of cancer.

The royal family usually does not share details about illnesses as they regard all medical issues as private matters.But the palace said Charles was eager to share his details “to assist public understanding for all those around the world who are affected by cancer”.

The announcement from Buckingham Palace comes a day after World Cancer Day, when Queen Camilla opened Maggie’s Royal Free, a new cancer support centre at the Royal Free Hospital in the United Kingdom, seeking to raise awareness and provide expert care and support, for free.

US ‘threatens peace’ in the Middle East – Russia

Washington is fanning the flames of conflicts in the Middle East by conducting unlawful strikes in Iraq, Syria and Yemen, Russian Permanent Representative to the UN Vassily Nebenzia has said.

Russia has requested an urgent session of the UN Security Council after the US carried out airstrikes in Syria and Iraq in response to a drone attack on an American military outpost in Jordan.

The bombings have “once again demonstrated the aggressive nature of US policy in the Middle East and Washington’s complete disregard for the norms of international law,” Nebenzia said during the UNSC meeting in New York on Monday.

The Russian diplomat argued that the US is “pouring gasoline on the fire” by conducting strikes that pose “a direct threat to international peace and security” and undermine “the central role of the UN.” He reiterated that US bases in Syria are “illegal” because American military presence has not been authorized by Damascus.

International Red Cross cancel the recognition of Nepal Red Cross

Kathmandu: The Nepal office of the International Federation of Red Cross and Red Crescent Societies (IFRC) has refused to recognize both the working committees of the Nepal Red Cross . IFRC has said that it will conduct all the humanitarian aid projects on its own until the legal ambiguity seen in the working committee dispute of Nepal Red Cross is resolved.

Currently in Nepal Red Cross there are two separate working committees under the leadership of Netraprasad Timilsina and Sudarshan Prasad Nepal . While both of them are claiming that they are official, the issue regarding officiality is pending in the Supreme Court.

IFRC’s office in Nepal has clarified that it will stop signing the project agreement with any group until the working committee of Nepal Red Cross gets the authorization and it will only bear the cost of the necessary human resources, monitoring and utilization in the office of Nepal Red Cross as well as the agreed national level activities.

IFRC and its members will approve and transfer only a certain amount of funds by setting a time limit and while transferring money to the branches of the Red Cross, full coordination with the technical staff of the central office will be ensured.

Parliament session begins today

Kathmandu – The winter session of the Federal Parliament is starting today. Seven possible agendas have been set for the meeting of the House of Representatives, which is scheduled for 4 pm.

3 billion fine and jail sentence to ichchharaj couple

KATHMANDU – The Special Court has sentenced former member of the Constituent Assembly and founder of Civil Savings and Loan Cooperative Limited, Ichcharaj Tamang, to three years in prison and a fine of 1.73 billion rupees.

The court also sentenced Tamang’s wife to one year and six months in prison and a fine of 1.36 billion. The court sentenced Keshavalal Shrestha, the then president of Civil Savings and Loan Cooperative Limited, to one and a half years in prison along with a fine of Rs 256.5 million.

The full bench of Special Court Chairman and Judge Teknarayan Kunwar, Judge Tejnarayan Singh Rai and Murari Babu Shrestha found them guilty and sentenced them. Three people including Tamang and his wife have been found guilty in the case.

The court decided to confiscate their property and said that the property will be used to return the money of the savers of the cooperative . A fraud case was filed against them on the charge of billions of rupees scam of the savers of the cooperative.

US, UK launch new wave of strikes on Yemen’s Houthis

The United States and the United Kingdom have carried out strikes on Houthi-controlled positions in Yemen in a new wave of attacks against the Iran-aligned Yemeni group, which has been targeting US and Israeli interests in solidarity with Palestinians.

In addition to Saturday’s strikes, the US Central Command (CENTCOM) also hit a Houthi antiship missile that was “prepared to launch against ships in the Red Sea” early on Sunday. Houthi attacks on Israel-linked ships in the narrow strait of Bab al-Mandeb in the Red Sea have disrupted global trade, drawing in the US and the UK response.

Since mid-November, the Houthis have launched dozens of missile, drone and boat attacks on commercial ships linked with Israel, in addition to US and UK military warships, with the stated goal of stopping Israel’s devastating war on Gaza. The wave of new strikes followed a US air assault in Iraq and Syria on Friday that targeted armed groups linked to Iran’s Islamic Revolutionary Guard Corps (IRGC) in retaliation for the killing of three US soldiers in Jordan last week. The US has blamed the Jordan attack on the Islamic Resistance in Iraq, a coalition of Iranian-linked armed groups. Tehran has tried to distance itself from the drone strike.

Election commission propose by-elections for 25 posts within mid-May

KATHMANDU- Chief Election Commissioner Dinesh Kumar Thapaliya held discussions with Deputy Prime Minister and Defence Minister Purna Bahadur Khadka over the issue of the by-election to be held for 25 various posts that have fallen vacant.

During the meeting held at the Ministry of Defence in Singha Durbar Thapaliya and Khadka discussed the recently conducted National Assembly election and the upcoming by-election, according to the DPM’s Secretariat.There is a constitutional provision under which the Election Commission can consult with the government regarding the election to the Member of the House of Representatives and the Province Assembly as well as the by-election for the vacant posts in the local levels.The EC has already suggested to the government to hold the by-election within mid-May this year. It is conducting the election to fill up the posts that have fallen vacant due to various reasons.

The by-election will be held in Ilam constituency-2 for one member of the House of Representatives and in Bajhang constituency-1 for a member of the Sudur Paschim Province Assembly. The Ilam constituency-2 seat had fallen vacant following the death of Subas Chandra Nembang . Nembang was elected to the House of Representatives from the CPN-UML . Meanwhile, the Sudur Paschim Provincial Assembly seat of Bajhang constituency-1 had fallen vacant after the death of Nepali Congress Province Assembly member Prithvi Bahadur Singh in a road accident.

The EC stated that currently 25 posts have fallen vacant, including one in the House of Representatives, one in the Sudur Paschim Province Assembly, two chiefs of the District Coordination Committee, one deputy-mayor of a municipality, one chair of a rural municipality, two vice-chairs of rural municipalities and 17 ward chairs of various local levels.

Bansbari land embezzlement: Chaudhary vows to return land in case of law violation

KATHMANDU, Feb 3: Businessman Arun Chaudhary, who was arrested in connection with the embezzlement of land belonging to the Bansbari Leather and Shoes Factory, has vowed to return the land if the land acquisition is found to be illegal.

SSP Dinesh Raj Acharya of the CIB, said, “The arrest was made after a long investigation. So, it is not a hasty action.”

22 people including 9 immigration officials arrested in charge of human trafficking

CG Holdings Chairman Arun Chaudhary arrested on charges of embezzlement of government land

Kathmandu – Managing Director of CG Holdings, Arun Chaudhary, has been arrested by the police from Lazimpat on Thursday afternoon.

He is the brother of Nepal’s only billionaire, Vinod Chaudhary, who is also a member of the federal parliament. Arun Chaudhary is accused of illegally converting 10 acres of public land of Bansbari leather and shoe factory into private property.

Chaudhary was arrested by the CIB on Thursday and brought to the Kathmandu District Court for permission to keep him in custody. According to Chandra Prasad Panthi, Information Officer of Kathmandu District Court, the bench of District Court Judge Madhav Prasad Ghimire has extended the deadline to keep Chaudhary in custody for four days.

The police also arrested Ajit Narayan Singh Thapa on the charge of misappropriating the land of Bansbari leather shoe company. Thapa was the then chairman of leather shoe company.

The Bansbari Leather and Shoe Factory was established in the 1960s as a state-owned enterprise with the support of the Chinese government. However, later the public company sold the factory to a private company saying that it was incurring regular losses.

40 megawatt electricity trade with Bangladesh from coming monsoon

Kathmandu – The Nepal government has started the final process of exporting 40 megawatts of electricity to Bangladesh from the coming monsoon.

The Economic Affairs Committee of the Bangladesh Council of Ministers decided to purchase 40 megawatts of electricity from Nepal on last December. According to the said decision, Bangladesh had sent a letter to Nepal to send a proposal for sale by prioritizing the price. After the correspondence from Bangladesh, the official of Nepal Electricity Authority has gone to Bangladesh with the tariff rate.”Bangladesh will send a reply based on our proposal,” Energy, Water Resources and Irrigation Minister Shakti Bahadur Basnet said.

Kulman Ghisingh, Executive Director of Electricity Authority, said that since the business is going to be done with Bangladesh for the first time, the reasonable price has been offered. “We have sent a proposal that is close to the rate we are doing with India,” he said. Ghising says that an engineer from the Electricity Trade Department sent from Nepal will register the sealed file with the price in the Power Development Board of Bangladesh within 4 days. If something has to be arranged, we will arrange it, otherwise there will be an agreement,” he said.

Bangladesh will take Nepal’s electricity using Indian transmission lines. In the Nepal-India secretary level meeting held last February, India has already said that it will send the name of the project and allow it. SC orders to present documents in marital rape case against Judge Giri

Supreme Court’s question on power trade agreement with India

Kathmandu – The Supreme Court has demanded a reason for entering into a long-term electricity trade agreement with India.

The petitioner Suryanath Upadhyay, the former Secretary of the Government of Nepal and a member of the Nepal-India Enlightened Persons Group (EPG), filed a petition demanding that the implementation of the agreement signed by the Indian Foreign Minister Jaishankar during his visit to Nepal be stopped and that the agreement with India be taken to the Parliament and implemented only after the approval of the Parliament. . Judge Nahkul Subedi’s bench issued a show cause order on Upadhyaya’s writ.

The court also asked the government to clarify whether this agreement is a matter of distribution of natural resources and its use according to article 279 sub-section 2 of the Constitution of Nepal, and whether it should be approved by a two-thirds majority of the total number of members in both houses of the federal parliament. In Article 920 of Article 279 of the Constitution, there is a condition that if there is a treaty or agreement related to peace and friendship, security and strategic relations, the borders of the state of Nepal and the distribution of natural resources and its use, it must be approved by a two-thirds majority of the total number of members immediately existing in both houses of the Federal Parliament.

The Supreme Court has said that since the writ petition claims that the power trade agreement should only deal with the sale of produced electricity, the nature of an agreement claims from the construction of structures to production and even water.
