Kathmandu: The resolution of the police adjustment dispute has reached its final stage. The issue of police adjustment has been advanced so that the command of the state police will be done by the DIG.

The Ministry of Home Affairs has prepared to start the police adjustment work within a month. Deputy Prime Minister and Home Minister Narayankaji Shrestha held a discussion between the provincial home ministers and representatives of the police organization to resolve the police adjustment dispute.

The spokesperson of the Ministry of Home Affairs, Narayan Prasad Bhattarai, has said that along with the process of creating the Federal Police Act, the adjustment work has also started. He said that the Police Adjustment Act has already come and the Federal Police Act has also been drafted. According to him, the Ministry of Home Affairs is going to move forward with the Federal Police Act and the adjustment work. The Ministry of Home Affairs is preparing to amend the controversial law and start the adjustment process simultaneously.

Nepal Police and Provincial Police Operations Supervision, Coordination Act-2076 and Police Personnel Adjustment Act-076 have been prepared. The demand of the provincial government is that the police should be adjusted according to this law. Even after 4 years of enactment of the Act, the provincial government, the Ministry of Internal Affairs and the Ministry of Home Affairs have been dissatisfied saying that the police have not been adjusted.

The province demands that the police should be adjusted and that the police should be under the provincial government. In the discussion held at the Ministry of Home Affairs , the Ministers of Internal Affairs and Law of the Province suggested that the Chief District Officer should also be included in the structure of the Province. Four different issues were discussed in the meeting of the Home Affairs Committee chaired by Home Minister Shrestha.

Home spokesperson Bhattarai says, “Police posts in central and state government is a matter that was decided 4 years ago. Out of 79 thousand 541 posts of Nepal Police, 54 thousand 720 will be adjusted under the provincial police. 24 thousand 821 people will stay in the center. Based on the old decision made by the government, one DIG and three SSPs will be posted in each province. The command of the state police will be handled by the DIG.

According to Nepal Police spokesperson Bhim Prasad Dhakal, there will be two posts of SSP in the provincial police office and one in the provincial training center. There will be 7 DIGs, 21 SSPs, 69 SPs and 181 DSPs under the province. Similarly, the posts of 732 inspectors will be under the provincial government. There will be 3926 technical police in the state government.

Three-member investigation committee formed to further investigate the incident of assault with TIA immigration officials

KATHMANDU – The Ministry of Home Affairs has formed a three-member investigation committee to further investigate the matter of the assault of the immigration officers by the police assigned to provide security at the Tribhuvan International Airport.

The Ministry of Home Affairs has formed a three-member inquiry committee under the coordination of Joint Secretary Thaneshwar Gautam. DIG of Police Rajeshnath Bastola and Deputy Home Secretary Kool Bahadur GC are in the committee. It is said that the committee has been instructed to submit a report with facts within 3 days.

New IGP of Nepal Police: Basant Bahadur Kunwar

Kathmandu, March 24: The government has appointed Basant Bahadur Kunwar as the new Inspector General (IG) of Nepal Police.

The Cabinet meeting held on Friday decided to appoint Basant Bahadur Kunwar as IG. Kunwar has been appointed as the new IGP as Dhiraj Pratap Singh is on compulsory retirement from today.

Kunwar, Tekprasad Rai, Deepak Thapa, Shyamalal Gyawali, and Kiran Bajracharya are senior police officers who were recently promoted from DIG to AIG. All these were contenders for the post of Inspector General of Nepal Police. But the meeting of the Council of Ministers held on Friday appointed Kunwar, who is the first among the five AIGs who were recently promoted from DIG, as the Inspector General of Nepal Police.

Home Minister’s PSO arrested on charges of setting up gold smuggling

Home Minister Balkrishna Khan’s PSO (Personal Security Officer) Senior Deputy Inspector Tank Karki has been dragged to the police headquarters for investigation after allegations of setting up gold smuggling.

The police head office has informed that he has been removed from responsibility and an investigation has been started and if the truth is found, action will be taken accordingly.

The inspectorate under the direct supervision of the Inspector General of Police has formed a committee and proceeded with the investigation.

It is alleged that Karki arranges the delivery of smuggled gold from Dubai to the destination and he takes money for this.

Recommendation for promotion of 34 Inspectors of Nepal Policet to DSP

The meeting held on Monday of the Promotion Committee of the Police Head Office has recommended the promotion of 34 Police Inspectors (Inspectors) to Deputy Superintendents of Police (DSP) of Nepal Police.

It is said that 34 police inspectors have been recommended for promotion according to sub-rule 4 of rule 27 of the police regulation 2071 (with amendments).

No decision has been made to buy weapons: PM Deuba

Prime Minister Sher Bahadur Deuba has said that the government has no plans to buy weapons for the police.

Deuba said this while answering the questions raised by the leaders at the meeting of the Congress Central Working Committee held in Sanepa on Thursday.

Congress leaders has suggested Deuba ,that it would not be right to buy arms when the country is facing an economic crisis.

Recommendation for promotion of 32 SPs of Nepal Police to SSP

The Home Ministry has recommended 32 Superintendents of Police (SPs) for promotion to Senior Superintendents of Police (SSP).

Pursuant to sub-rule 4 of rule 27 of the Police Rules 2071, the promotion committee meeting held today has recommended to promote 32 Superintendents of Police to the rank of Senior Superintendent of Police from the same group.

The hearing on IGP appointment dispute has been postponed by the supreme court today.

The case against Inspector General of Police (IGP) promotion was scheduled to be heard in a joint sitting of Justices Bishwabhar Prasad Shrestha and Dr. Kumar Chudal in the Supreme Court today. Though a hearing has been scheduled, the Supreme Court has adjourned the hearing in the case of three DIGs Ishwar Babu Karki, Ghanshyam Aryal and Prakash Jung Karki saying that the time limit has not been met.

DIG Bishwaraj Pokharel had filed the writ petition after the government decided to appoint Dhiraj Pratap Singh as IGP. In the writ petition, Pokhrel has demanded to be IGP. AIG Pokharel had filed a writ petition at the apex court alleging that the government had promoted IG by violating seniority .

2 million financial assistance to the family of security personnel who dies on election duty

The government has decided to provide financial assistance of Rs 2 million to the families of security personnel those who die while on election duty.

The cabinet meeting held on Sunday morning decided to provide Rs 2 million financial assistance to the families of the security personnel, including temporary police personnel, on the proposal of the Home Ministry.

The meeting also decided that the government will bear the expenses incurred for the treatment of the security personnel injured during the election. The meeting has also decided to provide allowance to the temporary police personnel deployed in the Himalayan district as per the normal police officer.

Rank insignia given to newly appointed IGP of Nepal Police and APF

The Ministry of Home Affairs has given rank insignia to newly appointed Inspector General of Nepal Police Dheeraj Pratap Singh and Inspector General of Armed Police Force Raju Aryal. On Monday morning at Singha Durbar, Home Secretary Teknarayan Pandey presented the rank insignia to the newly appointed IGPs Singh and Aryal.

The government has promoted Dheeraj Pratap Sing and Raju Aryal to Inspector General of Police after Shailesh Thapa Chhetri and Pushparam KC to the post of Inspector General of Police went on compulsory leave from midnight on Sunday due to 30 years of service.

Home Minister Khan gave farewell to Chhetri and KC, who have gone on compulsory leave due to their age limit of 30 years. Due to the age limit, KC retired in less than three weeks.

Dhiraj Pratap Singh appointed as the Chief of Nepal Police

Dhiraj Pratap Singh has been appointed as the Chief of Nepal Police.

A cabinet meeting held today promoted Singh to the post of police chief.

Though Bishwaraj Pokharel was ahead in the list of priorities, the Congress led by KP Sharma Oli had put Singh in the role of IGP by giving him a single promotion. Though the Home Minister has been advising Pokhrel to be appointed on the basis of role, Dhiraj Pratap Singh has been appointed as the new Chief of Police.

The government has started preparations for the appointment of a new Inspector General after Inspector General of Nepal Police Shailesh Thapa Chhetri and Inspector General of the Armed Police Force Pushparam KC are going on compulsory leave from today.

A meeting of the Council of Ministers has also been convened for 11 a.m. today to discuss the appointment of Inspector General of Nepal Police and Armed Police. Prior to the meeting, Prime Minister Deuba had met the e Home Minister and other top leaders of the alliance at his residence in Baluwatar.

Raju Aryal, who was earlier promoted to AIG by the cabinet meeting on behalf of the Armed Police Force, is the sole claimant while Bishwaraj Pokharel, Sahakul Bahadur Thapa, Dhiraj Pratap Singh and Rabindra Bahadur Dhanuk are the claimants on behalf of the Nepal Police.

Total of 11.9 million ballot papers printed for 53 districts

The Election Commission has informed that 11.9 million ballot papers have been printed for the local level election.

The commission said that the number of ballot papers has been printed for 53 districts till today. The Election Commission is printing ballot papers at Janak Education Materials Center.

The commission is preparing to print 19.4 million ballot papers for the local elections. This time the number of voters at the local level is 17.7 million 33 thousand 723.

Initially, ballot papers are being printed for remote districts and later for accessible districts. The ballot papers printed for the inaccessible have to be transported at the beginning with security, the commission said.
The Election Commission has informed that the security responsibility for the transportation of ballot papers has been given to the Nepal Army as they are sensitive materials.

Spokesperson Poudel said that the security of other election materials would be provided by the police. The commission has also informed that preparations are being made to send ballot papers by helicopter to the districts where it is not possible to send ballot papers by land.

Commission has sent a letter to the Ministry of Home Affairs for the transportation of other election materials and the police will provide security with necessary coordination. Spokesperson Poudel also said that the Election Commission is monitoring the transportation of election materials through GPS. He said, “An employee of the commission goes to transport the election materials. Employee’s mobile has GPS tracking system.

Pushparam KC appointed as the Inspector General of Armed Police

The government has appointed Pushparam KC as the Inspector General of Armed Police Force.

After Shailendra Khanal retired on Monday, the cabinet meeting appointed KC as IGP.

KC will lead the Armed Police Force till May 1. He will be on leave due to 19 to 30 years of service provision. There is a provision in the Armed Police Regulations that the tenure of DIG and AIG can be extended by one year if the government so desires.

President’s approval to mobilize army in local level election

President Vidyadevi Bhandari has given approval to mobilize Nepal Army for the upcoming local level election security. Elections are being held in one phase all over the country .

In a statement issued today , Sagar Acharya, spokesperson of the President’s Office, said that Prime Minister Sher Bahadur Deuba had recommended to President Bhandari for the approval to mobilize the army for the election. In order to conduct the election in a free, fair and fearless environment, a meeting of the Central Security Committee chaired by Home Minister Bal Krishna Khand passed the ‘Local Level Election Integrated Security Plan-2078’ with the deployment of Army, Police, Armed Police force, National Investigation Department and temporary police. Accordingly, a blueprint has been drawn up for the integrated and coordinated operation of the security agencies.

Following the decision of the Security Committee meeting, the National Security Council meeting had recommended to the Council of Ministers to mobilize the army . Following the same decision, Prime Minister Deuba had recommended to President Bhandari for approval of the mobilization of the army for election security purposes with the approval of the Council of Ministers.

With the approval of President Bhandari to mobilize the army, the way has been opened for the deployment of the army for security at 753 local levels.

Tight Security in the districts bordering India amidst local elections

Aiming at the upcoming local elections, Nepal Police has tightened security in the districts bordering India.

According to Central Police Spokesperson and Senior Superintendent of Nepal Police Bishnu Kumar KC, special attention will be made to increase the surveillance especially in the border areas and tighten the security check on the people entering the border. Similarly, 48 hours before the election, the border checkpoints will be sealed after discussions between the concerned parties.

Meanwhile, Chief of the District Police Office, Parsa and Superintendent of Police Ramesh Basnet said that the security has been tightened at all the border places in urban and rural areas by mobilizing the units under the District Police Office.He said that adequate arrangements will be made to strengthen the security arrangements to control all kinds of criminal activities .

Show cause order issued on AIG promotion decision

The Supreme Court has refused to grant an interim order in a writ petition filed against the government’s decision to promote three persons to the post of Additional Inspector General of Police (AIG).

A single bench of Justice Kumar Chudal, after a preliminary hearing on the writ petition on Tuesday, has asked the government the reasons. This decision of the Supreme Court is not final. For the time being, the writ petitioner has refused to issue an interim order not to implement the government’s decision.

The apex court has summoned both the parties for discussion on the interim order seeking written reasons within 15 days of the promotion of the junior. After hearing both sides, the Supreme Court will decide whether to issue an interim order or not.

A writ petition was filed in the Supreme Court last Thursday, the same day the government decided of promotion.

The cabinet meeting had decided to promote three Deputy Inspector Generals of Police Dhiraj Pratap Singh, Vasant Kumar Pant and Rabindra Bahadur Dhanuk to the post of Additional Inspector General. A writ petition was filed in the apex court seeking an interim order saying that the decision of the government to promote the junior instead of the senior was wrong.

DIG Ishwar Babu Karki and Prakash Jung Karki have filed separate writ petitions in the Supreme Court against the decision. On the same day, the promotion recommendation committee under the coordination of Home Ministry Secretary Teknarayan Pandey had recommended Vasant Pant, Dhiraj Pratap Singh and Rabindra Dhanuk for promotion.
