60 years age limit to the civil servants

The government has prepared to make a legal arrangement to maintain the service period of civil servants up to 60 years. The Federal Civil Service Act, 2049 Amendment Bill prepared by the Ministry of Federal Affairs and General Administration, it is sought to increase the service period from 58 years to 60 years. The draft bill has been sent to the Ministry of Finance for approval.

It seems that the Bill seeks to bring the Unified Civil Service Act by unifying the previous Civil Service Act and the Health Service Act. It is proposed that the Health Services Act be repealed after the bill becomes legal.

In the draft of the bill provided by Ministry of Finance sources, it is mentioned that after the promulgation of the Act, the service period of 58 years will be maintained at 59 for two years. And after two years it will be increased to 60. The Ministry has proposed to increase the age limit in two stages as new personnel will not be able to enter the service when the age limit is fixed from 58 to 60 years.

In the proposed amendment bill, it is stipulated that permanent employees in the federal civil service will not be subject to age limit to be candidates for provincial or local service posts. And there is a proposal that there will be no age limit for provincial civil servants to be candidates for local service. Local service employees can also be candidates for state service. If they change the service, the old period will also be counted.

But to come to the upper level, the employees will have to compete in the limited quota within the inter-level competition. It is said in the bill, “A system to provide opportunity to change levels through inter-level competition.” There is no restriction on competing from any level to another level in inter-level competition.

In the bill, if there is a vacancy in a local level within the province and if the position has to be filled by promotion, the employees of all local levels within the province can compete for promotion.

A provision is also proposed in the bill to allow employees working at the local level to be transferred to another local level within the province. But for that, every state government will have to make a certain basis and criteria.
